<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting ofthe City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was held on the 21st day of July, 2003, at 6:00 p.m. <br /> <br />The following members were present: Schroeder, Maschka, Klausing, Kough, and Kysylyczyn <br />and the following were absent: None <br /> <br />Council Member Kough introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO.lOl17 <br />A RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR MARY BROWN, <br />2185 ST. CROIX STREET TO ALLOW CONSTRUCTION OF A 949 SQ.FT. <br />DETACHED ACCESSORY BUILDING (3493). <br /> <br />WHEREAS, Mary Brown has requested a Conditional Use Permit in accordance with <br />Section 1004.01A4 (Requirements for Increased Size) ofthe Roseville City Code to allow the <br />construction a 26 foot by 36.5 foot (949 sq. ft.) detached accessory building (garage) in her rear <br />yard; and <br /> <br />WHEREAS, the Brown parcel is located at 2185 St. Croix Street, legally described as: <br /> <br />Part of the North half of the east 237 ft. of Lot 4, Block 3, Todd's Outlots, Ramsey County. <br />PIN: 08-29-23-34-0056 <br /> <br />WHEREAS, Section 1004.01A4 ofthe Roseville City Code requires a conditional use <br />permit for all accessory buildings over 864 sq. ft. up to a maximum size of 1,008 sq. ft.; and <br /> <br />WHEREAS, Section 1004.01A4 also contains the following criteria that all conditional <br />use permits must be judged: Impact on traffic, Impacts on parks, streets and other public <br />facilities, Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties, Impact of the use on market value of contiguous properties, Impact on the <br />general public health, safety and welfare, Compatibility with the City's Comprehensive Plan. <br /> <br />WHEREAS, the Community Development Department has concluded the following <br />regarding the Brown conditional use permit request: a detached accessory building is a permitted <br />use in an R-1 District. The proposed detached garage will not create additional traffic nor the <br />need for additional public facilities. With proper exterior building treatment, drainage, and <br />landscaping, the building will not have an impact on surrounding property or values. There <br />appears to be no impact on general health, safety, and public welfare. In addition, the project <br />complies with the Comprehensive Plan designation as low density residential uses; and <br /> <br />1 <br />
