Call to Order <br />1 <br />Chair Murphy called to order the Variance Board meeting at approximately 5:30 p.m. and <br />2 <br />reviewed the role and purpose of the Variance Board. <br />3 <br />2. Public Hearing <br />19 <br />PLANNING FILE 15-020 <br />20 <br />Request by PPF RTL Rosedale Shopping Center (c/o Morgan Stanley Real Estate) on <br />21 <br />behalf of Rojo Mexican Grill, Rosedale Mall, for a sign variance to Section 1010.03.C.4 to <br />22 <br />allow a sign above the parapet wall at 17-5 Highway 36 <br />23 <br />Chair Murphy opened the Public Hearing for Planning File 15-020 at 5:37 p.m. <br />24 <br />City Planner Thomas Paschke briefly reviewed the applicant’s request to install a cantilevered <br />25 <br />sign on the building façade of the existing tenant space, extending above the height of the <br />26 <br />parapet and deemed prohibited by current Sign Code. Details of the proposal and written <br />27 <br />narrative from the applicant, in addition to staff’s analysis of the request was outlined in the staff <br />28 <br />report and related attachments dated October 7, 2015, with staff recommending support for <br />29 <br />approval of the variance request as conditioned. <br />30 <br />As requested for confirmation by Member Gitzen, Mr. Paschke advised that no public comment <br />31 <br />had been received to-date since packet distribution. <br />32 <br />In reviewing various photo displays, Chair Murphy questioned the location of the sign and its <br />33 <br />potential visibility between the building façade and trees in front. In reviewing other signage on <br />34 <br />site, Chair Murphy noted that her observed no other signs above the roof, and suggested that if <br />35 <br />the sign were of a smaller dimension, it could fit without extending above the roof. <br />36 <br />Mr. Paschke agreed that a sign could be dimensioned accordingly, but was unsure if it would then <br />37 <br />provide the owner and tenant with signage to meet their goal of visibility from various angles and <br />38 <br />areas of the Rosedale Center site as well as off-site. Mr. Paschke noted that most other existing <br />39 <br />signs on the building were located on parapets to facilitate viewing and tenant spaces are higher <br />40 <br />than this space. <br />41 <br />At the request of Chair Murphy, Mr. Paschke advised that no other options referenced in the <br />42 <br />study had been provided to staff other than those included in tonight’s packet materials. <br />43 <br /> <br />
