2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />lo <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />1s <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />41 <br />42 <br />EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />� � � � � � � � � � � � � � � � � <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was duly held on the 25th day of April, 2016, at <br />6:00 p.m. <br />The following members were present: McGehee, Willmus, Laliberte, Etten; and Roe and the <br />following were absent: none. <br />Member Laliberte introduced the following resolution and moved its adoption: <br />RESOLUTION No. 11317 <br />RESOLUTION REQUESTING RAMSEY COUNTY LIBRARY MODIFY THE <br />NORTH ACCESS AT THE ROSEVILLE BRANCH <br />WHEREAS, the Ramsey County Library Roseville Branch, located at 2180 Hainline Ave <br />North in Roseville, Minnesota, was rebuilt and reopened in 2011; and <br />WHEREAS, the parking lot and vehicular access to the library was substantially changed at <br />that time including the construction of a new full access onto Hamline Avenue on the north <br />end of the library property; and <br />WHEREAS, the north Hamline Ave access is located approximately 115 feet south of the stop <br />bar for the signalized intersection of Hamline Ave and Commerce Street West; and <br />WHEREAS, southbound vehicles turning left into the Ramsey County library using said north ` <br />access often times wait partially or fully in the northbound left turn lane causing operational <br />and safety issues; and <br />WHEREAS, queues in the northbound left turn lane back up into and/or beyond said north <br />access restricting inbound and outbound left turns which creates operational and safety issues; <br />and <br />WHEREAS, the closure of Lexington Avenue for the replacement of the Trunlc Highway 36 <br />bridge at Lexington will increase traffic volumes and congestion on Hamline Avenue, <br />negatively affecting operating and safety issues at this access. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Roseville, <br />Minnesota: <br />1. The City Council formally requests that the Ramsey County Library (Roseville branch <br />location) modify its existing northernmost access in one of the following ways: <br />(a) allow only right turns into and out of said access, or <br />
