Call to Order <br />1 <br />Chair Murphy called to order the Variance Board meeting at approximately 5:30 p.m. and <br />2 <br />reviewed the role and purpose of the Variance Board. <br />3 <br />2. Roll Call & Introductions <br />4 <br />At the request of Chair Murphy, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br />Chair Robert Murphy and Member Chuck Gitzen; with Vice Chair <br />6 <br />James Daire arriving at approximately 5:43 p.m. <br />7 <br />Members Absent: <br /> Alternate Member Julie Kimble <br />8 <br />Staff Present: <br /> City Planner Thomas Paschke <br />9 <br />4. Public Hearings <br />23 <br />Chair Murphy reviewed protocol for Public Hearings and public comment. <br />24 <br />a. PLANNING FILE 16-029 <br />25 <br />Request by Calyxt, Inc. for approval of a VARIANCE to Roseville City Code, <br />26 <br />Section 1011.08 (Fences in all Districts), to allow a six-foot fence in the front <br />27 <br />yard at 2800 Mount Ridge Road (legal description on file in the Community <br />28 <br />Development Department). <br />29 <br />Chair Murphy opened the Public Hearing for Planning File 16-029 at <br />30 <br />approximately 5:35 p.m. <br />31 <br />City Planner Paschke reviewed the requested variance for this property, as <br />32 <br />detailed in the staff report dated November 2, 2016. Mr. Paschke advised that the <br />33 <br />variance request was to enhance security on the existing site for research <br />34 <br />operations (parking lot, head house and greenhouses) with a perimeter fence and <br />35 <br />entrance gate to discourage access to the site by the public. <br />36 <br />Mr. Paschke noted that Calyxt also requests to project a high-quality corporate <br />37 <br />image to the public and their customers and employees, with their proposal <br />38 <br />detailed in lines 26 – 38 of the staff report. Mr. Paschke advised that staff was in <br />39 <br />agreement that practical difficulties did exist to support approval of a 2’ variance to <br />40 <br />fence height in the front yard, and to further support a 6’ an epoxy coated chain- <br />41 <br />link fence used in place of the proposed office building as requested by the <br />42 <br />applicant; with one condition as detailed in lines 54-56 of the staff report. <br />43 <br />Member Daire confirmed this action was to extend the height of the fence by 2’; <br />44 <br />with Mr. Paschke further confirming the main decorate fencing resembled wrought <br />45 <br />iron, similar to and consistent with other fence materials used at hotels in this <br />46 <br />area. Mr. Paschke clarified that the epoxy coated fencing is intended only for the <br />47 <br /> <br />
