<br />ROSEVILLE PARKS AND RECREATION COMMISSION <br />DRAFT MEETING MINUTES FOR <br />June6, 20176:30pm <br />PRESENT: <br />Bole, Gelbach,Heikkila, Hoag,Newby,O’Brien, Stoner, Warzecha <br />ABSENT: <br />Baggenstoss <br />STAFF: <br />Brokke,Christensen <br />INTRODUCTIONS <br />1. <br />Chair Gelbach stated that Commission Member Baggenstoss notified staff that he would not be at <br />the meeting due to work commitments. <br />ROLL CALL/PUBLIC COMMENT <br />2. <br />No public in attendance. <br />APPROVAL OF MINUTES –MAY2,2017MEETING <br />3. <br />Vice-ChairO’Brienmovedto approve the May2, 2017 meeting minutes. Commissioner Newby <br />seconds. Motion passedunanimously. <br />CITY COMPREHENSIVE PLAN –PARKS AND RECREATION SYSTEM MASTER PLAN <br />4. <br />REVIEW AND UPDATE <br />Staff reviewed the goals and policies adopted in 2010,as partof the updated System Master Plan. <br />Thesewere intended to replace the previous goals listed in the Comprehensive Plan, however, this <br />has not yet occurred. <br />Vice-Chair O’Brien asked if the policies were not updatedin the Comprehensive Plandue to <br />opposition.Staff confirmed therewas not oppositionto the updated goals. Rather,the formal process <br />hadjustnot beeninitiatedto update the Comprehensive Plan. <br />Staff suggestedthe Commission review the goalsand policiesand if they have comments or <br />suggestionto list them on the worksheet for discussion. The Commission agreed to go through Goal <br />1 during the June 6, 2017 Commission meeting and to review the additional goals at subsequent <br />meetings. <br />Vice-ChairO’Brien suggestedthat a mechanism and timelinefor sharing progressontheevaluation <br />of theMaster Plan(Policy 1.1 and 1.2) couldpotentially be shared withCommissioners. <br />Commissioner Stoner questioned ifstaff still utilize the constellations referred to in Goal 1.5. Staff <br />confirmed that constellations are still used forthedeliveryofprograms, facilities and services. <br />Chair Gelbach suggested that “where possible” could be added to 1.19 and 1.20 to allow for some <br />additional flexibility within the goals. <br />Commission discussed the differences between policies and guidelines. <br />Commissionrecommended: <br />Goal 1.19 Add: “whenever possible” <br />1 <br /> <br />
