No public in attendance. <br />APPROVAL OF MINUTES –June6,2017MEETING <br />3. <br />Commissioner Hoagmovedto approve the June6, 2017 meeting minutes. Commissioner <br />Warzechaseconds. Motion passedunanimously. <br />PARK DEDICATION METHOD DISCUSSION <br />4. <br />Staff providedahistory of Park Dedication in Roseville and updated the Commission on the <br />current Roseville method. Current Roseville rates in residential areas is 10% of land or <br />$4,000 per unit. Non-residential areas is5% of land or 10% of Fair Market Value (FMV). <br />As part of the Subdivision Code discussion, it wassuggested that the non-residentialrate be <br />the same at10% for both landdedication and cashdedication. As a result, the City Council <br />asked that staff review and evaluate theLeague of MN Cities Sample Park Dedication <br />Methodologywith the Parks and Recreation Commission. <br />Chair Gelbach inquired on what the role of the Commission will be in reviewing the League <br />of MN Cities methodology. Staff confirmed that the City Council will be looking for <br />thoughts and a recommendation on what might be best forRoseville. <br />Staff provided a step-by-step walk throughofexamples ofthe League of MN Cities7-step <br />methodologyfor determining Park Dedication amounts. <br />Chair Gelbach questioned how“need” was definedin Step 3 of the League of MN Cities <br />Methodology.Staff answered thatitwasdefined by use. Roseville has assignedause of <br />approximately 75% (or “need”) toresidentsand 25% of “need”to Roseville workers.This is <br />simply an estimate includingananalysis of Recreation Program Registrations. <br />Commissioner Hoag inquiredif a Community Center is included in the “need” category. <br />Staff stated that a Community Center was not includedspecificallyin the “need” calculation. <br />However, the acreage could be. <br /> <br />
