EXTRACT OF MINUTES OF MEETING <br /> OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br /> Roseville, County of Ramsey, Minnesota was duly held on the 20`h day of May 2019, at 6:00 p.m. <br /> The following members were present: Laliberte, Groff, and Mayor Roe. <br /> and the following were absent: Etten, Willmus (arrived late). <br /> Member Groff introduced the following resolution and moved its adoption: <br /> RESOLUTION No. 11600 <br /> Resolution Rescinding the 2008 Twin Lakes Public Financial Participation Framework and the <br /> 1996 Tax Increment Policy <br /> WHEREAS, by motion the City Council adopted a Tax Increment Policy in 1996 identifying a <br /> general policy statement, a public purpose statement for economic and housing development, <br /> including what purposes tax increment can be used for, identified certain funds and policies <br /> regarding tax increment revenues, provided for a public purpose statement for infrastructure <br /> development; including procedures, tax increment terms, and providing for a tax increment <br /> application process; and <br /> WHEREAS, the City Council in 2008 by adoption of Resolution 10604 approved a Twin Lakes <br /> Redevelopment Area Public Financial Participation Framework which outlined a Twin Lakes <br /> Public Financial Participation Determination that included objectives and scoring criteria, priority <br /> funding activities, general financial participation parameters, grants, and TIF; and <br /> WHEREAS, the Economic Development Authority in 2016 by adoption of Resolution 3 approved <br /> a City of Roseville and Roseville Economic Development Authority Public Financing Criteria and <br /> Business Subsidy Policy that outlined a Purpose and Authority, City Objectives, Principles, <br /> Minimum Qualifications/Requirements, and Business Subsidy Agreement that collectively would <br /> guide staff in processing and reviewing applications requesting business subsides and/or City <br /> public financing City-wide; and <br /> WHEREAS,at the time of adoption of the City of Roseville and Roseville Economic Development <br /> Authority Public Financing Criteria and Business Subsidy Policy the prior policies from 2008 and <br /> 1996 became duplicative and redundant, and <br />
