CITY OF ROSEVILLE Regular meeting of the City Council - August 11, 1986 The City Council met on the above date with the following members present: Matson, Kehr, Cushman, Johnson, and Demos. Members absent: None. Matson moved, Kehr seconded, that the minutes of the regular meeting of July 28, 1986 be approved. Roll Call, Ayes: Matson, Kehr, Cushman, Johnson, and Demos. Nays: None. B-1 Cushman moved, Kehr seconded, that adoption of a negative declaration, finding that a full environmental impact statement for the Northwestern College Amended P.U.D. Plan is not required, be approved. Roll Call, Ayes: Matson, Kehr, Cushman, Johnson, and Demos. Nays: None. B-2 Matson moved, Kehr seconded, that Northwestern College's request for Special Use Permit and parking variance at 3003 North Snelling Avenue (Phase II) be approved with the following con- ditions: 1. That additional parking be required as may be designated by the City, pursuant to the submitted site plan if the facilities prove inadequate. 2. That engineering, landscape, and lighting plans be approved by staff. (Landscape plans are to be approved prior to each stage of construction.) 3. That the time limitation on the Phase II Special Use Permit shall be five years. 4. That all parking areas include concrete curbing. 5. That all development is to be in accordance with the P.U.D. plans dated April 26 and April 28, 1986. 6. That no parking is allowed on the east side of the residential building. 7.
