<br />The City Council met on the above date with the following ROLL CALL
<br />members present: Thomas, Johnson, Maschka, Cushman, and Rog.
<br />Members absent: None.
<br />
<br />The Human Rights Commission Essay Award winners were intro-
<br />duced. Jason Quick, First Place; Erin Albrecht, Second
<br />Place; and Gretchen Spoden, Third Place; read their essays
<br />on "What Can I Do In My Everyday Actions To Promote Human
<br />Rights?" Honorable Mention certificates were given to: Jason
<br />Cognetto, Jim Greiling, Paul Lillie, Philip Low, Cyndi Nel-
<br />son, Lisa Schweizer, James Smith, Anne Stemper, and David
<br />Wilke.

<br />A. APPROVAL OF MINUTES
<br />A-I Cushman moved, Maschka seconded, that the minutes of MINUTES
<br />the regular meeting of November 26, 1990 be approved.

<br />and Rog. Nays: None.

<br />Maschka moved, Cushman seconded, that the Consent CONSENT
<br />Agenda, Items B-1 through B-4 and B-6 through B-9, be AGENDA
<br />approved.

<br />Maschka moved, Cushman seconded, that the Fourth Dis-
<br />trict American Legion's request for their annual free
<br />Children's Ice Fishing Contest on Lake McCarron's to
<br />be held on February 9, 1991, from 10:00 a.m. to
<br />4:00 p.m. be approved. Roll Call, Ayes: Thomas,
<br />Johnson, Maschka, Cushman, and Rog. Nays: None.

<br />Maschka moved, Cushman seconded, that the Mayor be
<br />authorized to sign an application for Roseville to
<br />become an official Tree City, USA. Roll Call, Ayes:
<br />Thomas, Johnson, Maschka, Cushman, and Rog. Nays:
<br />None.

<br />Maschka moved, Cushman seconded, that the following
<br />item be referred to the January 2, 1991 Planning
<br />commission meeting, and establishing the City Council
<br />public hearing for January 28, 1991:

<br />1. Proposed revisions to the City's Comprehensive
<br />Plan transportation element.
<br />
<br />Roll Call, Ayes: Thomas, Johnson, Maschka, Cushman,
<br />and Rog. Nays: None.

<br />Maschka moved, Cushman seconded, that a donation of
<br />custom made window coverings for the Nature Center,
<br />with the value of $3,000, be accepted from the O'Brien
<br />family. Roll Call, Ayes: Thomas, Johnson, Maschka,
<br />Cushman, and Rog. Nays: None.
