<br />Regular Meeting of August 27, 2001
<br />The City Council met on the above date with the following members
<br />6:34 p.m.
<br />present (voting order): Klausing, Mastel, Goedeke, Maschka and
<br />Roll Call
<br />Kysylyczyn. Absent: none.
<br />A.Communications and Public Comment
<br />A-1Mayor Kysylyczyn: Noted that a citizen, Merlyn Scroggins, had
<br />distributed a copy of the 8/6/01 Wall Street Journal Tech
<br />Skirmish: Energy-Saving Light Bulbs Mar Satelite Radio, about
<br />engineering hi-powered lighting, and hi-tech communication.
<br />A-2Dick Lambert, resident of Roseville, asked Council to pass an
<br />ordinance requiring disclosure of campaign contributions relating
<br />to the proposed City Charter. Maschka asked the City Attorney to
<br />provide written legal advice. Note: legal opinion on this subject
<br />was distributed to the City Council, Mr. Lambert and other
<br />requestors on September 6, 2001.
<br />A-3Duane Siglar, resident of Roseville, asked candidates this Fall to
<br />sign a pledge requiring disclosure of all campaign contributions.
<br />B.Approval of MinutesMinutes
<br />B-1Kysylyczyn noted that the August 13, 2001 Minutes failed to
<br />reflect the departure of a council member and moved to approve
<br />the minutes reflecting that change, Klausing seconded approval
<br />of the minutes, as presented. Roll Call, Ayes: Klausing, Mastel,
<br />Goedeke, Maschka and Kysylyczyn. Nays: none.

<br />Kysylyczyn moved, Klausing seconded, that Items C-1 through
