<br />ORDINANCE NO. 124 <br />, <br /> <br />59 <br /> <br />.AN ORDINAl1CE PROVIDING FOR THE ESTABLISHMENT OF A VOWNTEER FIRE DEPART1fu'"'NT AND <br />MAKING RUIESAND REG1ILATIONS FOR THE GOVERNMENT OF THE SAME. <br /> <br />. The Village Council of Roseville do ordain as follows: <br /> <br />SECTION I <br /> <br />There is hereby established in this village a volunteer fire department consist- <br />ing of a Chief, two Assistant Chiefs, a Fire Marshal and Assistant Fire Marshal, and <br />not less than fifteen (15) nor more than twenty-five (25) firemen. The Chief, with <br />the approval of the Council shall determine the number of members of said department <br />within the limits herein set forth. <br /> <br />SECTION 2 <br /> <br />The Chief of the Fire Department, the two Assistant Chiefs, the Fire Marshal and <br />Assistant Fire Marshal shall be elerled annually by the members of the department sub- <br />ject to confirmation by the Council. Each shall hold office for one uear and until <br />his successor has been duly elected, except that he may be removed by the council <br />for cause, and after a public hearing. Firemen and probationary firemen shall be <br />appointed by the members of the department, subject to confirmation by the council. <br />Firemen shall continue as members of the department during good behavior, and may be <br />removed by the council only for cause and after a public hearin~; except within the <br />limits set forth in Section 1 hereof, the members of the department may be reduced <br />and in that event members may: be removed Vii thout cause and without public hearing. <br />Provided further, hmvever, that the members sr.nIl be removed in the inverse order to <br />their seniority in the department. <br /> <br />SECTION 3 <br /> <br />The office of Fire Mars:bal or Assistant Fire Marshal may be held by tre Chief <br />or by the Assistant Chiefs, if the council by resolution approves. The Fire 1~rshal <br />or the AsSistant Fire Marshal shall be cOOrged with the enforcement of all ordinances <br />aimed at fire prevention, and shall have full authority to inspect all premises and <br />to cause the removal or abatement of all fire hazards. <br /> <br />SECTION 4 <br /> <br />The Chief shall have control over all of the fire fighting apparatus and shall <br />be solely responsible for its care and condition. He shall make a report, semi- <br />annually, to the council at its meeting in lfurch and September, as to the condition <br />of the equipment and needs of the fire department. He may submit additional re- <br />ports and recommendations at any meeting of the council, and he shall report each <br />suspension by him of a member of the fire department at the first meeting of the <br />cottncil foll~ving such suspension. ffu sOOll be responsible for the proper train- <br />ing and discipline of the members of the fire department, and may suspend any mem- <br />ber for refusal or neglect to obey orders pending final action by the council on <br />his discr~rge or retention. <br /> <br />SECTION 5 <br /> <br />The Chief shall keep in convenient form a complete record of all fires, Such <br />record shall include the time of the alarm, location of fire, cause of fire (if <br />known), type of building, name of owner and tenant, purpose for which occupied, <br />va Iue of building and contents, members of the department responding. to the alarm, <br />and such other information as he may deem adVisable or as mAy be required fram. <br />time to time by the councilor state insurance department. <br />
