<br />~354 <br /> <br />ORDINANCE NO. 218 <br /> <br />AN ORDINANCE REGULATING THE OPERATION OF THE MUNICIPAL <br />SANITARY SEWER SYSTEM; REQUIRING CONNECTIONS TO BE MADE <br />TO THE MUNICIPAL SANITARY SEWER SYSTEM; ESTABLISHING <br />REGULATIONS AS TO TYPES AND KINDS OF WASTES THAT MAY BE <br />DISPOSED OF BY THE USE OF THE MUNICIPAL SANITARY SEWER <br />SYSTEM; PROHIBITING THE DISCH~GE OF ANY TYPE OR KIND <br />OF SURFACE WATERS INTO THE JVIUNICIPAL SANITARY SEWER SYS-. <br />TEM AND PRESCRIBING RATES AND CHARGES FOR DISPOSAL SERVICES. <br /> <br />The Village Council of Roseville, Minnesota, ordains: <br /> <br />Section 1. GENERAL OPERATION. <br /> <br />The entire municipal sanitary sewer system shall be operated as a public utility <br />and convenience from which revenues will be derived, subject to the provisions <br />of this ordinance. <br /> <br />Section 2. CONNECTIONS WITH SEWER REQUIRED. <br /> <br />(A) Any buildings used for human habitation and located on property adjacent to <br />a sewer main, or in a block through which the system extends, shall be connected <br />to the municipal sanitary sewer system within two years from the time a connecti.on <br />is available to any such property.. <br /> <br />(B) All buildings hereafter constructed within the Village of Roseville on prpperty <br />adjacent to a sewer main or in a block through which sanitary sewer system for the <br />disposal of all human wastes. <br /> <br />Section 3. TYPES OF W I\STES PROHIBITED <br /> <br />(A) Except as hereinafter provided, it shall be unlawful to discharge any of the <br />following described waters or wastes into the municipal sanitary sewer system: <br />1. Any liquid or vapor having a temperature higher than 1500 F. <br />2. Any water or waste containing more than 100 parts per million, by <br />weight, of fat, oil or grease. <br />3. Any gasoline, benzene, naptha, fuel oil or other inflammable or <br />explosive liquid, solid or gas. <br />4. Any garbage that has not been properly shredded. <br />5. Any ashes, cinders, sand, mud, straw shavings, metal, glass, rags, <br />feathers, tar, plastics, w(od, paunch manure, or any other solid or <br />viscous substance capable of causing obstruction to the flow in sewers <br />or other interference with the proper operation of the sewaF,e system. <br />6. Any waters or wastes containing a toxic or poisonous substance in <br />sufficient quantity to injure or interfere with any sewage treatment <br />process or which constitutes a hazard to human or animals or creates <br />any hazard in the receiving waters of the sewage treatment plant. <br />7. Any waters or wastes containing suspended solids of such character and <br />quantity that unusual attention or expense is required to handle such <br />materials at the sewage treatment plant. <br />
