<br />~35? <br /> <br />Ordinance No. 219 <br /> <br />.~- <br /> <br />AN ORDINANCE REGULATING CONNECTIONS TO THE <br />MUNICIPAL SANITARY SEWER SYS~I; PRESCRIBING <br />CERTAIN MATERIALS AND METHODS TO BE USED FOR <br />SAID CONNECTIONS AND PRESCRIBING PENALTTES <br />FOR THE VIOLATION OF SAME. <br /> <br />The Village Council of Roseville, Minnesota, ordains: <br /> <br />Section 1. SUPERVISION <br /> <br />The Village Engineer shall supervise all house sewer connections made to the municipal <br />sanitary sewer system and excavations for the plII'pose of installing or repairing the same. <br /> <br />Section 2. PERMITS <br /> <br />A. Any person desiring a connection to the municipal sanitary sewer system for property <br />not previously connected with the system, shall apply to the Village for a permit therefor. <br />The application shall be submitted on blanks furnished by the Village Engineer and shall be <br />accompanied by plans, specifications and such other information as is desired by the Village <br />Engineer, together with a permit and inspection fee of $l.~OO. All costs and expenses inciden1 <br />to the installation and connection shall be borne by the owner, and the owner shall indemnify <br />the Village for any loss or damage that may, directly or indirectly, be occasioned by the <br />installation of the sewer connection, including restoring streets and street surfaces. <br /> <br />B. Permits shall be issued only to such persons who are duly Itcense1 bJ the 'Tillage <br />to engage in the business of plumbing or sewer installation and who haY3 filed with the <br />municipality the bonds and insurance certificates required under Section 2-C hereof. <br /> <br />C. Before any permit required hereunder is issued the licensee applying therefor shall <br />file with the ~il1age Clerk the following bond and insurance certificate: <br />1. A bond in favor of the Village of Roseville, Minnesota, with an approved <br />corporate surety, in the penal sum of teB Thousand ($10,000.00) Dollars, the <br />conditions of which bond shall be that the licensee shall save the obligee <br />harmless from all costs and charges that may accrue on account of the doing <br />of any work f!uthorized or pennitted b'T this ordinance; that the licensee shall <br />save the obligee hannless from any 1055 or damage by reason of improper or <br />inadequate work perfonned by the licensee under the provisions of this ordinan ce; <br />and further that the licensee shall save the municipality harmless from any <br />damage to utility lines, curbs, streets, street surfaces or sidewalks. <br /> <br />2. A certificate that insurance is in force covering the licensee for the period <br />coveridrby the license in the following minimum amounts: Property Damage - <br />$10,000.00; Public Liability - $25,000.00 each person, 150,000.00 each accid- <br />ent. The Certificate shall state that the policies covering the licensee shall <br />not be cancelled without ten days written notice to the municipality. <br /> <br />). <br /> <br />Section 3. CONSTRUCTION REQUIREMENTS <br /> <br />The following materials and construction methods, and none other, shall be used in making <br />sewer connections to the municipal sewer system. <br />A. Materials <br />All pipe shall be Cast Iron Soil Pipe, conforming to the A.S.T.M. Standard <br />Specification A-7u-62, Vitrified Glazed Clay Sewer Pipe, conforming to A.S.T.M. <br />Standard Specification C-13-4uT, or Asbestos Cement Building Sewer Pipe, con- <br />forming to the specifications of "Transiten Asrestos Cement Building Sewer Pipe. <br />III pipe used shall be at least four inch diameter pipe, except that when <br />
