<br />Village of Rosevil1e \ <br />Special Meeting · Planning Commission <br />Wednesday, ~mrch 18, 1964 <br /> <br />The meeting was called to order by Chairman Nelson at 7:45 P.M. Members present: <br />Nelson, Soike, Motl, Sigford, Lund, Anderson and Membrez; also Planning Consultant <br />Dahlgren and Village Engineer Hanson, Council representative, Trustee Albert Grauel. <br /> <br />File 64-178 Keller Corporation. Request for rezoning the west 35.27 feet of <br />Lot 2, of Homesites Willmus Plat 2 from R.l to B-1 and also a special permit to <br />construct a 2 story office building on this site. Some residents inquired about <br />the front setback being 32 feet. They wanted to know if the setback could be <br />increased to 40 feet from the property line to conform with the setback of the <br />homes immediately to the west. The petitioner stated it would be difficult to do <br />because of parking as shown on the plot plan. Anderson moved, Sigford seconded, <br />that we recommend the rezoning from R-l to B.l and that a special permit be <br />granted to construct a 2 story office building; subject, however, to the conditions <br />as shown on the plot plan submitted dated March 18. The building size to be <br />reduced to 48' x 72' instead of 50' x 80'. Carried unanimously. <br /> <br />File 64-77 Ordinance No. 408 regulating the screening in Industrial areas and <br />the repeal of Section 10.275 related to open storage uses. Tom Willmus indicated <br />he had negotiated the sale of approximately 10 acres of land on Cleveland Avenue, <br />just north of Highway 36, but section 10.275 in the ordinance created a situation <br />which was unacceptable to Trailmobile, -the buyer of this tract. Specifically, <br />Paragraph A dealing with the matter of inoperative equipment and inoperative <br />vehicles was a cause of concern. Mr. Willmus requested some changes be made of <br />Paragraph A to make it possible to consummate the deal with Trailermobile. Being <br />aware of the relatively low tax benefits from the type of industry such as <br />Trailmobile, it was felt it is in the best interests of the Village that a policy <br />be determined as to how far east from Cleveland Avenue we will allow these types of <br />industries to come in. The great concern was the unsightly mess it creates when <br />trailers, trucks, etc. are allowed to remain in the open. The land between <br />Cleveland Avenue and Fairview Avenue north of Highway No. 36 should attract <br />industries of a higher tax base. <br /> <br />Section 10.275 of the zoning ordinance is somewhat vague and inadequate. Nelson <br />moved, Lund seconded, that we recommend to the Village Council that no change be <br />made of Section 10.275. In connection with this motion, Anderson moved, Motl <br />seconded, to amend the motion by adding . . . , 0 . at this time and subject <br />to further study. Both motions passed by unanimous vote. <br /> <br />File 64-77 B Evaluation of Ordinance No. 363. The Planning report by ~1idwest <br />Planning was well received. The St. Paul building code dealing with fire limits <br />was adopted by reference for use in Roseville. It is not feasible to continue <br />to follow this code and it was recommended by the building inspector and the <br />planning consultant that we adopt the Uniform Building Code recommended by the <br />International Conference of Building Officials. Sigford moved, Anderson seconded, <br />that we recommend to the Village Council the adoption of the Uniform Buildiny Code. <br />Passed unanimously, <br /> <br />Nelson also moved, Sigford seconded, that recommendations dated February, 1964, <br />of the Midwest Planning under Items (1), (2) and (4) be accepted for approval <br />by the Village Council. Passed unanimously. <br />
