Meeting <br />Wednesday, May 6, 1970 <br /> <br />The regular Planning Commission meeting of May 6, 1970, was called to order at 7:30 P.M. <br /> <br />Commission members present: Demos, Pope, Edlund, Membrez <br />Kellett (arrived at 7:35) Eagles (arrived at 7:40) <br />Others present: Councilman Grauel, Consultant Planner Dahlgren, <br />Public Works Director Goldberg, Inspection Superintendent <br />Kluegel <br />Commission members absent: Johnson <br /> <br />Edlund Moved, Pope Seconded, that the minutes of the April 1, 1970 meeting be approved <br />with the following correction: "The Huber rezoning should be R-3A rather than R-3." <br />Rol) Call, Ayes: Kellett, Demos, Pope, Edlund, Eagles, Membrez. Nays: None. <br /> <br />Planning File 5641-7.0 - Mort Huber request for special use permit for planned unit develop- <br />ment for a shopping center in a Business District at 700 West County <br />Road B. <br /> <br />Presentation <br /> <br />Mr. Ralph Wagner, Consulting Engineer for Mr. Huber,presented the planned unit development <br />proposal and gave a brief review to the Planning Commission and audience. <br /> <br />Discussion <br /> <br />Chairman Membrez read the new ordinance pertaining to the special use permit for planned unit <br />development for a business district. <br /> <br />Mr. Membrez stated that the ordinance did not include the submittal of a landscaping plan. <br />Mr. Dahlgren stated that this was covered by the approval of the planned unit development <br />and special use permit which plan should include the proposed landscaping. Also, a bond <br />would have to be posted for said landscaping as per other Village ordinances. <br /> <br />Mr. Wagner stated that they would be building a green clad chain link fence along the west <br />side of the property from County Road B to the south property line and along the entire <br />south side of the property out to Dale Street. <br /> <br />Mr. Wagner was questioned about the building materials to be used for the exterior. He <br />mentioned that the back of the building would be a combination of breakoff block and brick. <br /> <br />Mr. Wagner was questioned as to the presentation of the elevation plans on the proposed <br />bui Idings. <br /> <br />Mr. Arthur Schipper, 2141 North Avon, questioned the notices that were sent out for the <br />meeting. He also asked about the classification of zoning of the Huber property. It was <br />pointed out there would be no rezoning changes made on this property in the commercial <br />area. but only a special use permit for a planned unit development. Mr. ~~mbrez pointed out <br />that this would afford the surrounding property owners more protection than the rezoning. <br />Mr. Schipper questioned how this type of development fit into the overall plan of develop- <br />ment in Roseville. <br /> <br />Mrs. Brisbois, 2140 North Avon, was afraid there would be added congestion at the inter- <br />section of County Road B and Dale with the additional traffic from the shopping center. <br />
