<br />ROSEVILLE PLANNING COMMISS <br />June 7, 1972 <br /> <br />The June 7, 1972, regular meeting of the Rosevil1e Planning Commission was called <br />to order by Chairman Pope at 7:30 P.M. <br /> <br />MINUTES <br /> <br />Members present: <br /> <br />Membrez, Demos, G. Johnson and Pope. <br />V. Johnson arrived at 7:40 P.M. Eagles arrived at 9:00 P.M. <br /> <br />Kellett arrived at 10:00 P.M. <br /> <br />Members absent: <br /> <br />None. <br /> <br />Others present: <br /> <br />Councilman Albert Grauel, Assistant Village Engineer Dick Skalicky, <br />Midwest Planning Representative Dick Dwinell and Administrative <br />Assistant Steve North. <br /> <br />Approval of Minutes <br /> <br />Mr. Membrez moved and Mr. G. Johnson seconded, that the minutes of the regular Commission <br />meeting of May 3,1972, be approved. Roll Call, Ayes: Membrez, Demos, G. Johnson and <br />Pope. Nays: None. <br /> <br />Planning File 689 - Roseville State Bank request for amendment to special use permit <br />and variance to front and side yard setbacks at 1470 County Road B. <br /> <br />Presentation <br /> <br />A letter was received from the Roseville State Bank requesting that their application be <br />postponed until the regular Corrmission meeting in July. <br /> <br />Recorrmendation <br /> <br />Mr. Membrez moved and Mr. G. Johnson seconded, that the Roseville State Bank request for <br />amendment to special use permit and variance to front and side yard setbacks at <br />1470 County Road B be laid over until the next regular Commission meeting. Roll Call, <br />Ayes: Membrez, Demos, G. Johnson and Pope. Nays: None. <br /> <br />Planning File 690 - Study of Noise Level at the Interchange of Highways 36, 280 and 35W. <br /> <br />Presentation <br /> <br />Mr. William Merritt, State Highway Department District 9 Engineer and Mr. Ga~y Orliech, <br />Noise Specialist of the State Highway Department appeared before the Commission. <br />Mr. Orliech indicated that the Highway Department is continuing to study the noise pollu- <br />tion problem that exists at this interchange and at present, is giving particular attention <br />to two alternative solutions to the rroblem. <br /> <br />1) The establishment of two w~ls utilizing existing right-of-way. <br /> <br />2) Construction of an earth-berm which would require the purchasing of additional <br />ri ght-of-way. <br /> <br />Either of these alternates would assure a noise level below 70 decimels, at least 90 per- <br />cent of the time. <br /> <br />Discussion <br /> <br />Mrs. Bill Davenport inquired as to the differences in cost of the two estimates. Mr. Orliech <br />indicated that the earth berm would cost approximately three times what the erection of the <br />two-wall system would cost. <br /> <br />Mrs. Kidd, 2224 Eustis, felt that consideration should be given to building the walls or the <br />earth berm high enough to protect the second stories of homes in the area. She inquired <br />as to whether consideration has been given to a combined wall/earth berm project. <br />
