Orliech indicated the the Highway Department has not found it necessary to consider <br />a combined ~ystem at this Interchange. <br />Mrs. Demos asked if a lower speed limit in the area would help to reduce the noise <br />problem at least on a temporary basis. <br />Mr. Orliech responded that Highway Department studies have found that this would not <br />assist in solving the problem. <br /> <br />Recommendation <br />Mrs. Demos moved and Mr. V. Johnson seconded, that the study of noise level at the <br />interchange of Highways 36, 280 and 35 W be laid over until the next regular Commission <br />meeting. Roll Call, Ayes: Membrez, Demos, G. Johnson and Pope. <br />Nays: None <br /> <br />Planning File 681 - Michels Construction request for rezoning from R-l to R-3A and <br />special use permit for planned unit development at 1400 West <br />County Road C-2 <br /> <br />Presentation <br />Mr. Joe Sommers, Attorney representing Michels Construction Company, indicated that the <br />property is presently zoned R-l and consists of approximately 5.8 acres. The develop- <br />ment will contain 54 apartment units and 28 townhouse units. Access from C-2 will be <br />for 14 of the townhouses. Access for the remaining townhouses and apartment units will <br />be off Centennial Drive. Mr. Sommers indicated that the approximate market rents and <br />actual rents would be as follows: <br /> <br />One Bedroom <br />Two Bedroom <br />Three Bedroom <br /> <br />r~arket Rent <br />$175. per mo. <br />195. per mo. <br />250 per mo. <br /> <br />Actual Rent <br />$115. per mo. <br />130. per mo. <br />165.per mo. <br /> <br />Mr. Sommers indicated that there would be advantages to the Village if the proposed <br />development were approved. <br />1. It would increase the supply of much needed moderate priced housing for <br />residents of Rosevi11e and other areas. <br />2. It would comply with a policy of the Metropolitan Council that Roseville <br />is a high priority community for the development of moderate income housing. <br />3. A local builder with established representation in the Village would be <br />owner and manager of the project. <br />Mr. Sommers stated that the real estate taxes for "236" Housing are one half of what <br />would usually be pa id for the same development if it were not financed under the "236" <br />program. <br /> <br />Oi scussion <br />Mr. Tom Carlson, 2896 Sheldon, asked what assurance the residents in the area had that <br />the management would be good. <br />Mr. Sommers indicated that Michels Construction Company intends to retain ownership of <br />the development and will provide good management. <br />Mr. Herb Urbaich, 1354 Judith, asked why this particular site was chosen when there are <br />already so many apartments in the area. <br />Mr. Jim Michels indicated that Michels Construction Company owned the property and felt <br />that the proposed development would be appropriate for the area. <br />Mr. John Rossi, 1369 Brenner Court, inquired if there were similar projects in the metro <br />area. <br />Mr. Sommers indicated that there are several located in St. Paul, plus others in suburban <br />communities. <br />Mr. Rossi also inquired as to what the social impact of this sort of development had <br />been on the community as well as on the people who reside in the development. <br />
