<br />Planning Carmission Minutes <br />Wednesday, ~cerrber 7, 1977 <br /> <br />'Ihe ~cember 7, 1977, regular neeting of the lbseville Planning Ccrrmission was called <br />to order by Chairman V. Johnson at 7:30 P.M. <br /> <br />Members present: O1shing, Mastel, Rukavina, G. Johnson, SiIrons, V. Johnson. <br />Kellett arrived at 7: 35 P oM. <br /> <br />Members absent: None <br /> <br />Others present: Terry Kramer and HCMard Dahlgren <br /> <br />Approval of Minutes <br /> <br />Mr. Rukavina rroved and Mrs. Cushing seconded, that the minutes of the regular neeting <br />of Novenber 2, 1977, be approved. Roll Call, Ayes: Cushing, Mastel, Rukavina, G. <br />Jdmson, V. Johnson. Nays: None. <br /> <br />Planning File 1076 - Calvin Garley request for variance to ordinance requiring sidewalks <br />at 2670 and 2680 North Oxford <br /> <br />Presentation <br /> <br />Mr. Garley indicated that he could acknowledge the need for a sidewalk on Oxford Street, <br />but due to the topographical differences between the building side and the. road, am the <br />apparent lack of connection to any existing system that he would request that he not have <br />to construct the sidewalk along County lbad C as required by ccrle. <br /> <br />Discussion <br /> <br />Mr. Dahlgren indicatErl that several years ago the Council set a policy by the adoption <br />of the sidewalk portion of the o:rdinance that all new develop:nent of R- 3 or IIDre be <br />required to place sidewalks along the periphery of their properties. In this way, over <br />a pericrl of years, portions of sidewalks would be constructed so that at sare future date <br />all that would be needed is to fill in the gaps to canplete a bikeway system. He went on <br />to indicate that the City had recently applied for bikeway grants along County Road C on <br />either side of Mr. Gar ley , s proposed developrrent; one grant application being from Lex- <br />ington to HaInline along the southern edge of the Civic Center carcplex and the other grant <br />application being fran Terrace to Victoria on the north side of County lbad C. He <br />suggested that as Mr. Garley was opposed to construction of the sidewalk, it may be <br />amiable to the Council for him to oonst:roct a bituminous bikeway in its place. <br /> <br />Mr. Garley indicated that this was;.,,i possibility, however, to do any construction would <br />require filling the existing ditch and he asked if either the County or the City would be <br />in a position to share either the cost or the materials needed for this project. <br /> <br />Mr. Don Janes, 2690 Oxford, indicated that he favored sarething there, as the existing <br />bikeway located in Central Park connects to Victoria sonewhat south of the intersection <br />of County lbad C and Victoria and a potential destination of walkers could be the bus <br />stop located at the intersecticn of HaInline and County Ibad C, which he uses for his daily <br />travels to and fran work. <br /> <br />Mr. Garley then asked if he coo1d have titre to consult with the City and County about the <br />possibilities of sharing in the construction of the required sidewalk. <br />
