<br />Roseville Planning Commission Minutes <br />Wednesday, December 3, 1980 <br /> <br />The December 3, 1980. regular meeting of the Rosev;lle Planning Commission was <br />called to order by Chairman Vern JOFnson at 7:30 P.M. <br /> <br />Members present: <br />Members absent: <br />Staff present: <br /> <br />Vern Johnson, George Johnson, Rukavina. Cushing, Dressler <br />Simons. Mastel <br />Council liaison Al Kehr, Howard Dahlgren of Howard Dahlgren <br />Associates, Dave Drown, Jim Payne <br /> <br />Approval of Minutes <br /> <br />Mr. Rukavina moved and Mrs. Cushing seconded, that the minutes of the regular <br />meeting of November 5, 1980, be approved. Roll Call. Ayes: Rukavina. Cushing, <br />Dressler and George Johnson. Nays: None. Abstention: Vern Johnson. <br /> <br />Planning File 1290 - Alex Minich request for rezoning and variance at <br />2980 North Snelling Avenue <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the applicant proposed to remodel a portion of the lower <br />level of the apartment building at the location indicated and that the remodelling <br />would involve adding two one-bedroom units and one efficiency unit in this basement <br />area. He further indicated that no additions to the structure were proposed, except <br />that the window-well areas would conform to the relevant safety codes regarding <br />escape from basement areas in case of fire. Specifically, the applicant was request- <br />ing a variance to land area requirements in that the additions would normally require <br />37,600 square feet and there existed 32,723 square feet. Also, a variance was <br />required to parking requirements in that the plan called for 27 parking spaces and <br />the code required 39 spaces. Mr. Dahlgren further indicated that the City ordinances <br />disallowed efficiency units and that permission would have to be granted for the <br />conversion of such a unit in the subject building. <br /> <br />With respect to zoning, the land is currently zoned B-1 and the existing building <br />is currently non-conforming. Therefore, the applicant is requesting the land <br />be rezoned to R-3A to put the existing land use into conformance with the ordinance. <br /> <br />Mr. Dahlgren further indicated that it appeared the parking would not be a problem <br />because current occupancy required the use of only 16 spaces and that the addition <br />of 3 units, even at two cars per unit, would only increase that to 22 cars. <br /> <br />Discussion <br /> <br />George Johnson asked if it would be possible to include small car parking require- <br />ments in this request. Mr. Dahlgren indicated that since the parking area was so <br />small, it would probably not be advantageous to include smaller parking sizes. <br /> <br />The applicant indicated that he had an agreement with the clinic adjacent to his <br />property to allow night time parking at that location. <br /> <br />Mr. Rukavina indicated to the applicant that it would be advantageous to get a <br />formal agreement with the clinic regarding the parking. <br />
