Call to Order <br /> <br />Acting Chair Traynor called the regular meeting of September 1, 2004 of the City of Roseville Planning Commission to <br />order at 6:30 p.m., in the Roseville Skating Center, Fireside Room. <br /> <br />2. Roll Call <br /> <br />Present: Traynor, Bakeman, Doherty, Boerigter, Ipsen <br />Absent: Pust, Mulder <br />Staff present: Dennis Welsch, Thomas Paschke <br />Council present: None <br /> <br />3. Approval of Minutes <br /> <br />Motion: Chair Traynor tabled the Planning Commission minutes of June 2, 2004 to the regular meeting of October <br />6,2004. <br /> <br />Motion: Member Bakeman moved, second by Member Doherty, to approve the Planning Commission minutes of <br />August 4,2004, with correction page 12, line 14, Doherty. <br /> <br />Ayes: 4 <br />Nays: 0, 1 Abstention <br />Motion carried 4-0-1 <br /> <br />4. Communications from the Public: <br /> <br />None. <br /> <br />5. Public Hearings: <br /> <br />a. Planning File 3598: Request by the Thorne Group on behalf of Enterprise Leasing Company for a <br />Conditional Use Permit to allow the rental and leasing of small vehicles at 3114 Old Highway 8. <br /> <br />Chair Traynor opened the hearing and requested City Planner Thomas Paschke to present the verbal summary of <br />the staff report dated September 1, 2004. <br /> <br />Thomas Paschke explained that Enterprise Leasing Company of Minnesota was seeking approval of a conditional <br />use permit to allow small vehicle rental and leasing to occur at 3114 Old Highway 8. The use is to be located within <br />a B-3 General Business District where small vehicle rental and leasing is permitted (Section 1005.0015) only <br />through issuance of a conditional use permit consistent with Section 1013 of the Roseville City Code. <br /> <br />The parcel at 3114 Old Highway 8 is approximately 27,000 sq. ft. in size. The property has an existing zoning of <br />General Business District (B-3) and a Comprehensive Land Use Map designation of Business (B). The parcel is <br />located in Planning District 1 of the Roseville Comprehensive Land Use Plan. <br /> <br />Member Bakeman asked for clarification of the parking. <br /> <br />The structure has been estimated to contain 2,400 sq. ft., which requires 12 (5 per 1 ,000 square feet) on-site <br />
