<br />Variance Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, October 4, 2006 <br />1. Call to Order <br />Chair Mary Hawker Bakeman called to order the Variance Board meeting at 5:34 p.m. and reviewed <br />the role and purpose of the Variance Board. <br />2. Roll Call & Introductions <br />City Planner Thomas Paschke called the Roll. <br />Members Present: Commissioners Jim Doherty; and Chair Mary Hawker Bakeman; with <br />Commissioner Boerigter arriving at 5:37 p.m. <br />Staff present: Community Development Director John Stark; City Planner Thomas Paschke; <br />Associate Planner Bryan Lloyd; City Engineer Debra Bloom; and Recording Secretary, Sheila <br />Stowell. <br />3. Approval of Minutes <br />MOTION <br />Member Doherty moved, seconded by Member Bakeman, to approve meeting minutes of <br />September 6, 2006 as presented with several minor typographical corrections. <br />Ayes: 2 <br />Nays: 0 <br />Motion carried. <br />Commissioner Boerigter arrived at this time. <br /> Public Comment <br />No one appeared to speak on any non-agenda items. <br />4. Public Hearings <br /> a. PLANNING FILE 3767 <br />VARIANCE to Roseville City <br />CONTINUATION of the request by Cummings Mobility for a <br />Code, §1007.01 (Minimum Industrial Area and Building Dimension Requirements) <br /> to <br />allow a recently-created front yard parking lot setback encroachment to remain. <br />Chair Bakeman opened the Public Hearing for Planning File 3767. <br />City Planner Thomas Paschke reviewed the request, noting that staff had recommended <br />granting the original request for a fifteen-foot (15’) variance, the measurement from the new <br />property line (permanent roadway easement) to the curb edge of the existing parking lot and <br />not to the paved surface that lies 4’ from the recently installed sidewalk; removing or <br />blocking-off a portion of the existing parking lot and installation of temporary curbs. <br />Mr. Paschke advised that, upon further site inspection and review, staff would also support <br />increasing the variance to twenty-two feet (22’) to accommodate additional parking parallel to <br />County Road C; providing three (3) additional parallel parking spacing, reducing the need to <br />remove existing parking lot, and still providing adequate space for a properly sized drive lane <br />into the site. <br />Mr. Paschke reviewed the maps of the site, relocated fence, proposed drive lane and parking <br />reallocation. <br />Discussion included those spaces proposed for elimination; staff’s recommendation that <br />striping, plantings and/or curb stops differentiating designated parking spaces from existing <br />bituminous; existence of legal, non-conforming use and staff’s attempts to make the parcel <br /> <br />
