<br />Variance Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, November 1, 2006 <br />1. Call to Order <br />Chair Mary Hawker Bakeman called to order the Variance Board meeting at 5:30 p.m. and reviewed <br />the role and purpose of the Variance Board. <br />2. Roll Call & Introductions <br />City Planner Thomas Paschke called the Roll. <br />Members Present: Commissioners Jim Doherty and Dan Boerigter; and Chair Mary Hawker <br />Bakeman. <br />Staff present: Community Development Director John Stark; City Planner Thomas Paschke; GIS <br />Technician Joel Koepp; and Recording Secretary, Sheila Stowell. <br />Mr. Stark introduced Mr. Koepp to the Variance Board members. Chair Bakeman welcomed Mr. <br />Koepp; and expressed appreciation to Mr. Koepp for providing the mapping details required by the <br />Board. <br />3. Approval of Minutes <br />MOTION <br />Member Doherty moved, seconded by Member Boerigter, to approve meeting minutes of <br />October 4, 2006 as presented, with minor typographical errors provided for staff correction. <br />Ayes: 3 <br />Nays: 0 <br />Motion carried. <br /> Public Comment <br />No one appeared to speak on any non-agenda items. <br />4. Public Hearings <br /> a. PLANNING FILE 3794 <br />VARIANCE to Roseville City Code, §1004.01E (Pre- <br />Request by Ann and Hoa Tran for a <br />Existing Setbacks) <br />to allow a principal structure encroachment into the required front yard <br />setback at 296 South McCarrons Boulevard. <br />Chair Bakeman opened the Public Hearing for Planning File 3767. <br />Community Development Director John Stark reviewed the request of Mr. & Mrs. Tran for a <br />variance to City Code to allow expansion of the principal structure (i.e., tuck-under garage <br />with living area above) toward the front property line in order to reduce the steepness of the <br />slope between the street and their garage; with the proposed addition extending to <br />approximately fourteen feet (14’) from the front property line. Various maps and sketch plans <br />were presented to clarify the request; and a narrative provided by the Trans explaining their <br />request due to hardship based on extreme topography. Mr. Stark reviewed changes in <br />residential standards and current reasonable uses for more than a single car garage, since <br />the property was originally developed. <br />Mr. Stark noted that in 1997, a variance was granted to the adjacent property owner at (300 <br />South McCarrons Boulevard) to allow the construction of a detached garage set back three <br /> <br />
