<br /> <br />Variance Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, October 03, 2007 <br />1. Call to Order <br />Chair Daniel Boerigter called to order the Variance Board meeting at 5:30 p.m. and reviewed <br />the role and purpose of the Variance Board. <br />2. Roll Call & Introductions <br />City Planner Thomas Paschke called the Roll. <br />Members Present: Chair Daniel Boerigter; and Commissioners Barbara Martinson and Jim <br />Doherty. <br />Staff present: City Planner Thomas Paschke; Associate Planner Bryan Lloyd; City Engineer <br />Debra Bloom; and Economic Development Associate Jamie Radel. <br />3. Approval of Minutes <br />MOTION <br />Member Doherty moved, seconded by Member Martinson, to approve meeting minutes <br />of September 5, 2007 as presented. <br /> Ayes: 3 <br />Nays: 0 <br />Motion carried. <br />Chair Boerigter called for comment from any members of the audience on non-agenda <br />items; no comments were offered. <br />4. Public Hearings <br />a. PLANNING FILE 07-057 <br />Request by Alan Livingston, 2574 Dunlap Street, for a VARIANCE to Roseville <br />City Code, §1004 (Residence Districts) to allow an accessory structure to be <br />closer to a corner side property line than the Code permits. <br />Chair Boerigter opened the Public Hearing for Planning File 07-057. <br />Associate Planner Bryan Lloyd reviewed the request of Mr. and Mrs. Livingston to <br />allow the construction of a detached accessory building within one foot (1’) from the <br />side property line adjacent to an undeveloped portion of the Rose Place right-of-way. <br />Mr. Lloyd noted that the applicants had originally applied to the City to vacate the <br />undeveloped portion of the Rose Place right-of-way adjacent to their property; <br />however, staff was ultimately unable to support that application due to potential future <br />redevelopment of the adjacent manufactured home park, Roseville Estates, and <br />potential future right-of-way needs. <br />Staff recommended APPROVAL of the variance request to Roseville City Code, <br />§1004.016 (Residential Setbacks) to allow construction of the garage at least one foot <br />(1’) from the northern property line, located at 2574 Dunlap Street; based on based on <br />the comments and findings of Section 5 and the conditions of Section 6 of the project <br />report dated October 3, 2007. <br />Applicant, Al Livingston, 2574 Dunlap Street N <br />Mr. Livingston advised that he was in agreement with the staff report, with the <br />exception of Condition 6.1.c. related to removing the existing shed. Mr. Livingston <br />advised that the shed was a pre-existing condition, and since the previous property <br />owner had wired the shed for electricity, moving or removing it would be cost- <br />prohibitive.
