<br />/ <br />/~ &;2/0-/7 <br /> <br />Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br />February 10, 1975 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br />of the City Council of the City of Roseville, Minnesota, was <br />held in the City Hall in said City on Monday, February 10, 1975, <br />at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Linebarger and <br />Councilmen Curley, Demos, Hess and Brennan~ and the following <br />were absent: None. <br /> <br />Also present were Mr. James Andre, City Manager1 Robert Bell, <br />city attorney: Charles Honche11, City Public Works Director; <br />and Peter S. Popovich, city bond consultant. <br /> <br />MAYOR LINEBARGER: OUr first improvement hearing t.onight <br />is on storm Sewer Improvement No. ST-74-l4. It involves Minne- <br />sota Avenue east of Western. We will open that hearing now and <br />I will ask our Manager to present the legal notice that was <br />published in the newspaper. I might mention there are some <br />seats up in the jury box if some of you would like to come and <br />sit down - and there are three or four over here too. <br /> <br />MR. JAMES ANDRE: I have the affidavit of publication and <br />Certificate of Mailing Notice for Improvement ST~74-l4. , <br /> <br />MAYOR LINEBARGER: I will ask our Public Works Director - <br />we will wait just a moment and let people get settled. I will <br />ask our Public Works Director, Mr. Charles Honchell, to present <br />a summary of the nature of the improvement and the area in- <br />volved, and the cost. <br /> <br />MR. CHARLES HONCHELL: This storm sewer imp~ovement is a <br />result of a petition that was received last year. Those areas <br />that are indicated in the darker circles which are green on <br />our screen, were the original petitions. This was in excess of <br />35% of the affected property owners. Since that time we have <br />also received a petition in opposition to the project from <br />
