Chair Delmore said <br />Commissioner McGehee was ill and not available to attend tonight's meeting. <br />Others Present: City Manager Bill Malinen; and Recording Secretary Sheila Stowell <br />Chair Delmore recognized a visitor in the audience <br />University. <br />Call to Order: Chair Delmore called the Human Rights Commission meeting to order at <br />7:04 p.m. <br />Preliminary Discussion <br />City Manager Malinen advised that he needed to leave early due to a scheduling conflict; <br />therefore, Chair Delmore amended the agenda to address several items while City Manager <br />Malinen was available. <br />Feedback Form <br />City Manager Malinen reviewed discussions with the City's Communication staff related to <br />eliminating the witness line on that form, status of the form as a work in progress, existing <br />grievance process and the need to include an area on the form for commendations not just <br />complaints. <br />At the request of Chair Delmore, City Manager Malinen reviewed distinctions between forms <br />used by the Police Department necessary for their investigations and the legal process compared <br />to this feedback form. <br />Further discussion included when and if the City Manager became involved in investigations or <br />when it was more appropriate for the City Attorney to be involved. <br />Discussion on Police Department Diversity Training <br />City Manager Malinen advised that no documentation indicated that the City had a <br />comprehensive diversity training program at this time. City Manager Malinen noted that the <br />City's Police Department had been involved in diversity training through their required training <br />sessions in addition to Department Heads having some training through their associations as <br />well. <br />Discussion included availability for online training. Commissioner McKenzie volunteered to <br />provide an e -mail of training opportunities for City Manager Malinen. <br />
