Minutes of Special Board Meeting <br />Grass Lake Water Management Organization <br />Thursday, February 10, 2011, 2:45 PM <br />at the Shoreview City Hall <br />Approved by GLWMO Board at 2.17.11 Meeting <br />Meeting Called to Order by chair Pro -tem Eckman at 2:45 pm. <br />Meeting Attendance <br />Members Present: Karen Eckman, Jonathan Miller, and Chuck Westerberg. <br />Members Absent: Mary Kay Von De Linde- absent with notice, Joan Manzara- absent <br />without notice. <br />Others present: Tom Petersen, GLWMO Administrator, Mark Maloney, City of <br />Shoreview, Duane Schwartz, City of Roseville, Len Ferrington, past Chair of GLWMO, <br />Camilla Correll of EOR, and Andrea Plevan of EOR <br />Meeting Agenda <br />Chair Pro Tem Eckman called for additions and/or corrections to the agenda <br />Administrator Petersen requested that the agenda be amended to include approval of a <br />cost -share project reimbursement for William and Jamie Walsh of Roseville. By <br />consensus this item was added to the agenda. <br />Walsh Cost -share <br />Mr. Petersen explained that the Walsh's participated in the GLWMO best management <br />practice (BMP) cost -share program in 2010, receiving approval for cost -share funding to <br />construct two rainwater gardens last July. The Walsh's completed construction and <br />submitted a request for $519.66 in cost -share reimbursement in late August, 2010. Mr. <br />Petersen reported that this project should have been approved at the October 28, 2010 <br />GLWMO meeting. Processing of this request was delayed due to an administrative <br />"glich" and the change in administrative protocol. For the benefit of the new Board <br />members, Chair pro tem Eckman gave a broader explanation and history of the GLWMO <br />BMP cost -share program and the partnership with the Ramsey Conservation District for <br />the administration and implementation of this program. <br />Motion 11 -02 -01 <br />Member Westerberg moved approval, Member Miller Second Approve cost -share <br />reimbursement to the Walsh's for their 2010 rain gardens in the amount of $519.66. All <br />voted in favor. <br />Additional funding for 3rd Generation Watershed Management Plan update <br />Chair pro tem Eckman explained the need for new data and associated costs that were not <br />included in the EOR proposal for their update of the 3rd Generation Watershed <br />
