EXTRACT OF MINUTES OF MEETING OF THE CITY COlWCIL OF ROSEVILLE, MINNESOTA - HELD February 9, 1981 * * * * * * * * * * * * * * * * * * * * * * * * * Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, Minnesota, was duly held at the City Hall in said City on Monday, February 9, 1981, at 7:30 P.M. The following members were present: Mayor Demos, Councilmen Curley, Kehr, Johnson and Franke and the following were absent: None. Member Curley introduced and moved the adoption of the following resolution: RESOLIITION NO. 7101 WHEREAS, various suburbs near St. Paul have lakes which periodically overflow downstream to the City of St. Paul; and WHEREAS, St. Paul puts said water into a combined sewer system which they operate; and WHEREAS, said flow then goes to the Metropolitan Waste Control Commission Plant and St. Paul is billed on a volumetric basis for such sewage treatment; and WHEREAS, the Metropolitan Waste Control Commission conducted a study of the situation, including alternatives to separate the combined sewers; and WHEREAS, this is the preferred action recommended in the report; and WHEREAS, this matter is being considered at a meeting on February 12, 1981 concerning the potential actions of transferring the costs for said overflow volume treated as part of St. Paul's combined sewers from St. Paul to the suburbs, rather than separating the combined sewers; and WHEREAS, only St. Paul has the authority to separate their combined sewers; and WHEREAS, transferring costs to the suburbs would be a dis- incentive for St. Paul to ever separate its combined sewers; and WHEREAS, no actions are currently being taken to carry out the preferred solution of separating the combined sewers; and WHEREAS, the City of Roseville has never been invited to any meeting to resolve how the combined sewers could and should be separated; and
