<br />~ <br /> <br />7/0'1 <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />February 23, 1981 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />held in the City Hall in said City on ~IDnday, February 23, 1981, <br />at 7:30 o'clock p.m. <br /> <br />The following members were present: Acting Mayor Franke <br /> <br />and Councilmen Curley, Kehr and Johnsoni and the following was <br /> <br />absent: Mayor Demos. <br /> <br />Also present were James F. Andre, City Manager; Robert <br /> <br />Bell, City Attorney; Charles Honchell, City Public Works Direc- <br /> <br />tori and Peter S. Popovich, City Bond Consultant. <br /> <br />ACTING MAYOR FRANKE: This is a hearing for Albert Street, <br />project P-8l-2. <br /> <br />MR. ANDRE: This is a project for paving, curb and gutter. <br />Mayor, I have the certificate of Mailing and Affidavit of Pub- <br />lication on file. <br /> <br />MR. HONCHELL: This project is the result of a petition <br />that was submitted initially by three of the eight homes <br />involved on the block. That meant that in accordance with the <br />regulations of reviewing such petitions it had approximately <br />18 1/2% representation. The reason for that low number being <br />that the entire east half of the roadway is owned by the City <br />of Roseville and they are prohibited from signing such peti- <br />tions. Since that time there has been a fourth signer of the <br />petition, which means that four of the eight homes involved are <br />now on record in favor of the project. <br /> <br />The proposal is for the reconstruction of Albert Street <br />from Lydia on the south to Brenner Avenue on the north. The <br />existing roadway is approximately 29 feet wide, asphalt paving <br />in fair condition. It is generally in the center of the <br />right-of-way except for a portion near Lydia, which is slightly <br />off-center to the west. The roadwav is a few inches lower <br />than the prevailing yards and the park. The grades are fairly <br />flat in the Lydia end in particular. There are no drainage <br />
