Human Rights Commission <br />Meeting Minutes <br />May 10, 2011 <br />Commissioners Present: Commissioners Jill Brisbois, Gary Grefenberg, Peg Kennedy Kaying <br />Thao <br />Commissioner Absent: Chair David Singleton, Anthony Barrett Seth Josephson, Thelma <br />McKenzie, Marie Siliciano <br />1. Call to Order <br />Commissioner Gary Grefenberg informed the commission that Chair David Singleton was going to <br />be late because he had a work commitment. Commissioner Grefenberg called the meeting to order <br />at 6:35 p.m. <br />Carolyn Curti informed the Commission that Commissioner Barb Yates had submitted her letter of <br />resignation. <br />The Clerk called the roll. <br />3. Approve Minutes of April 12, 2011 <br />Carolyn Curti asked for a correction to the minutes, adding the words "as corrected" on line 22. <br />Commissioner Jill Brisbois moved and Commissioner Peg Kennedy seconded approval of the <br />minutes as corrected. Motion prevailed unanimously. <br />3. Staff /Committee Reports <br />3a. Program Planners Subcommittee <br />Commissioner Grefenberg reviewed the Program Planners report that was in the packet. He <br />reviewed the work scope for the Civic Engagement Task Force, which included assessing current <br />city practices and recommend ways the City engages residents. This will be done by looking at what <br />other cities do, assess current practices and keep the City Council and other commissions apprised <br />of what they are doing. <br />Commissioner Grefenberg explained the effort to implement Imagine Roseville 2025 strategies <br />including building neighborhoods. Commissioner Kennedy asked how this differed from the Night <br />to Unite efforts and whether this was the responsibility of the HRC. <br />Commissioner Grefenberg noted that the City Council expanded the Commission's duties two years <br />previously, and Commissioner Brisbois cited the code language. <br />Commissioner Kennedy expressed concern that the HRC was micromanaging how other <br />commissions conducted meetings. Commissioner Grefenberg said that these are recommendations <br />only and would help create transparency and openness for civic engagement. He noted that <br />
