Human Rights Commission <br />Meeting Minutes <br />June 14, 2011 <br />Commissioners Present: Jill Brisbois, Gary Grefenberg, Thelma McKenzie, Kaying Thao, <br />Chair David Singleton <br />Youth Commissioners Anthony Barrett Seth Josephson, Marie Siliciano <br />1. Call to Order <br />Chair David Singleton called the meeting to order at 6:30 p.m. <br />The Clerk called the roll. Commissioner Thelma McKenzie arrived a few minutes late. <br />3. Approve Minutes of May 10, 2011 <br />Commissioner Gary Grefenberg moved and Commissioner Jill Brisbois seconded motion to <br />approve minutes with minor grammatical corrections and adding the sentence "Commissioner <br />Grefenberg said that the recommendation included seeking co- sponsorship for the HRC of adjacent <br />communities," to line 114. Motion prevailed unanimously. <br />4. Sophia Miliotis Recognition <br />Chair Singleton introduced Sophia Miliotis and congratulated her for an outstanding essay. Miliotis <br />was the winner of the 2010/2011 Roseville and Statewide League of Human Rights Commissions <br />essay contest. Miliotis read her essay and commissioners praised her for her thoughtful essay. <br />5. Staff /Committee Reports <br />5a. Internal Affairs Committee <br />Commissioner Brisbois explained that the Internal Affairs Committee met three times to assess <br />operations and procedures of the HRC. They reviewed the by -laws that were last updated in 1986. <br />Commissioner Brisbois began reviewing the motions that the Internal Affairs Committee <br />recommended. <br />Commission Brisbois described three motions addressing public notification. Motions included <br />meeting packets to include, but not limited to agenda, minutes, reports, to be posted on the city <br />website immediately upon distribution to Commission members; to electronically transmit draft <br />minutes of each meeting to Commissioners within seven days after the regular meeting; and final <br />meeting packet must be available no sooner than five days prior to regular commission meeting <br />electronically. <br />Commissioner Thelma McKenzie asked about the genesis of the motions, wondering what the <br />problem was that the Committee felt the need for the prescriptive motions. Chair Singleton said he <br />wanted to ensure that everyone had adequate time to review the packet and information. <br />
