'if <br />/</ J <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />February 8, 1982 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />held in the City Hall in said City on Monday, February 8, 1982, <br /> <br />at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Curley, Kehr, Franke and Johnson; and the following <br /> <br />were absent: None. <br /> <br />Also present were James F. Andre, City Manager; Roger <br /> <br />Jensen of Peterson, Bell & Converse, City Attorneys; Charles <br /> <br />v. Honchell, City Public Works Director; and Peter 8. Popovich <br /> <br />of Peterson, Popovich, Knutson & Flynn, City Bond Consultants. <br /> <br />.. <br />MAYOR DEM08: This hearing is for Improvement No. <br />88-81-19, sanitary sewer for the unconnected home at 556 <br />County Road C. <br /> <br />MR. ANDRE: The Certificate of Mailing and Affidavit of <br />Publication for this project.are on file. <br /> <br />MR. HONCHELL: Once again, we have a parcel, or some land - <br />in this case a particular structure - which is not connected <br />to the City sanitary sewer system. I'll give you a little <br />background on this project. There is a sanitary sewer that <br />runs along the north side of "C" to the middle of Mackubin, <br />where it turns and goes northerly, which serves the condomin- <br />iums and townhouses. There is another sanitary sewer that <br />runs along the west side of Dale Street with a manhole at <br />County Road C that runs westerly and serves that property. <br />It's not possible to put all of them on the overhead. Those <br />of you that are familiar with the area, I'm sure you know we <br />have Central Park in this area, with the low wetlands, and <br />they recently put a floating boardwalk on it to indicate how <br />wet it is. There is the City's recycling center for the <br />leaves at this site. Although this shows it as single parcels, <br />the wetland actually comes up into this area - a varying <br />amount. There is a large parcel of land, about seven and a <br />half acres, owned by Mr. Reiling, and then we come to the <br />
