<br />1~? <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />February 8, 1982 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />held in the City Hall in said City on Monday, February 8, 1982, <br /> <br />at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Curley, Kehr, Franke and Johnson; and the following <br /> <br />were absent: None. <br /> <br />Also present were James F. Andre, City Manager; Roger <br /> <br />Jensen of Peterson, Bell & Converse, City Attorneys; Charles <br /> <br />v. Honchell, City Public Works Director; and Peter S. Popovich <br /> <br />of Peterson, Popovich, Knutson & Flynn, City Bond Consultants. <br /> <br />MAYOR DEMOS: This hearing is for Improvement No. SS-W- <br />81-21, sanitary sewer service and water service for 450 and 472 <br />South Owasso Boulevard. <br /> <br />MR. ANDRE: We have the Certificate of Mailing and Affi- <br />davit of Publication for this project on file. <br /> <br />MR. HONCHELL: By this time no one is surprised - we have <br />a parcel that is not connected to the sanitary sewer. In <br />fact we have two. Once again there's a story behind the story. <br />None of these are easy or they wouldn't have lasted 20 years <br />before they were connected. In this particular case, there <br />are two parcels, each of which set on what I'll call the south <br />side of the railroad tracks. South Owasso Boulevard is directly <br />beside the railroad tracks and then there's a sanitary sewer <br />line toward the northwest and a water line toward the north- <br />west. I got that partly wrong - the street is in this location, <br />with the-sewer and water between the street and the railroad. <br />The homes sit much higher than the road and much higher than <br />the railroad tracks - again, by many feet. I could look at my <br />report, but there are at least 15 feet of fall from there to <br />the home. At least. The proposal carne to the City through <br />the ongoing process of contacting the property owners to some <br />degree. The property owners in the past have come to the City <br />
