<br />13fl0.J-)C( <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, ~innesota <br /> <br />February 22, 1982 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />held in the City Hall in said City on Monday, February 22, 1982, <br /> <br />at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Curley, Kehr, Franke and Johnson; and the following <br /> <br />were absent: None. <br /> <br />Also present were James F. Andre, City Manager; Robert Bell <br /> <br />of Peterson, Bell & Converse, City Attorney; David Drown of the <br /> <br />City Public Works Department; and Peter S. Popovich of Peterson, <br /> <br />Popovich, Knutson & Flynn, City Bond Consultants. <br /> <br />MAYOR DEMOS: The first hearing this evening is for <br />Improvem~nt No. P-8l-12, concrete curb and gutter and bituminous <br />surfacing for Merrill Street between Terrace Drive and County <br />Road C-2. <br /> <br />. <br /> <br />MR. ANDRE: We have the Affidavit of Publication and Certi- <br />ficate of Mailing on file. <br /> <br />MR. DROWN: This project is a result of a petition the <br />City received, representing 68% of the ownership on Merrill <br />Street going from County Road C-2 on the north to Terrace Drive <br />on the south. Many of you folks will probably recall that this <br />block of street was included in a project considered by the <br />Council last year. That project ultimately did not go to con- <br />struction. To make it clear, we're talking about one block of <br />Merrill Street in this case - not the former project. The <br />existing street is a road-mix street. Its width varies from <br />25 to 29 feet and although it's generally centered in the right- <br />of-way, it does meander back and forth across the right-of-way <br />to some degree. The grades on this street are very flat - <br />oftentimes less than one-half percent and in many locations <br />along the cross-section there is very little crown in the road- <br />way. The pavement condition is in fair shape but there is some <br />evidence of questionable base in several locations along the <br />
