proposed, all non residential uses within the R -1, R -2, or R -3 Districts would be allowed to <br />have accessory structures up to 2,184 square feet. This would include school uses and <br />houses of worship. These uses are on larger parcels of property with larger primary buildings <br />than what is typically found on single- family residential lots. Allowing larger accessory <br />structures may make sense on these types of properties. <br />2. General Zoning Regulations <br />A. Lot Coverage Meets Requirements <br />The proposed ticket sales and storage building would be located on existing impervious <br />surface and would not increase the amount of hard cover on the site from what exists <br />today. <br />B. Setbacks Meets Requirements <br />The minimum setback for accessory structures in the R -1 District is ten feet from any <br />side or rear lot line. The proposed structure would be setback approximately 270 feet <br />from the nearest lot line exceeding all setback requirements. <br />C. Height Meets Requirements <br />The maximum height for accessory structures in the R -1 District is fifteen feet. The <br />proposed structure would be fourteen feet, four inches in height. <br />D. Landscaping Meets Requirements <br />The applicant is not proposing to remove any vegetation on the site. <br />E. Size Meets Requirements with Approval of Zoning Code Amendment <br />The proposed Zoning Code amendment would allow accessory structures up to 2,184 <br />square feet in size on non residential uses within the R -1 District. The proposed structure <br />would be 1,787 square feet in size. If the amendment to the Zoning Code is approved the <br />proposed structure meets the requirements of the Code. If the amendment is not <br />approved the proposed structure exceeds the requirements of the Code. <br />3. Conditional Use Permit Amendment Criteria Section 1355.04 Subd 3 <br />Section 1355.04 Subd 3 of the Arden Hills Zoning Code lists the criteria for evaluating a <br />Conditional Use Permit Amendments. <br />When evaluating conditional use permits, the Planning Commission and City Council should <br />consider the effect of the proposed use upon the health, safety, convenience, and general <br />welfare of the owners and occupants of the surrounding land, in particular, and the <br />community as a whole, in general, including but not limited to the following factors: <br />1.
