Mr. Maurer <br />indicated he feels what they could do is possibly build a plateau in order to raise part of <br />the park. One thing they do not have control of is when the lake gets higher than the <br />elevation of the culvert that drains out of the park will not be able to drain and the lake <br />will backup into the park. He stated what he told Council at last night's meeting is that <br />this information tells him the park and the drainage can co -exist if properly designed and <br />water will not back up into the adjacent homes. He will be putting together a concept on <br />recommending how they go forward. Public Works Director Maurer indicated this will <br />depend on how much capacity Roseville has to do drainage design and analysis and in <br />working with Rice Creek. He stated if they have the availability to do so in 2011 they <br />will be looking at a Park Planner. If they do not have those capacities then they will be <br />looking for somebody for park planning and design of the drainage. Council and <br />Director Maurer believe that there should be some kind of program that allows for <br />neighborhood involvement to see what the resident's priorities are and should be led by <br />someone outside of City Hall. The recommendation he made to Council was that by the <br />end of January or first week in February they come back with a program, look at it and <br />bring forth any questions. He indicated there are significant dollars in the 2011 CIP for <br />Valentine Park. <br />B. Trail Segment Update <br />Ms. Olson provided a follow up from the last meeting. She indicated the trail segment <br />from Indian Oaks Circle to Norma that Committee Member Scott questioned is actually <br />City property. She has added this segment and it will be shown on the next map. <br />C. CP Rail Mural Contest Follow -up Discussion <br />Ms. Olson reported she did bring the CP Rail Mural Contest concept forward to Council. <br />She feels that Council was favorable to the idea but that they would like more <br />information as far as material costs and maintenance after the mural is complete. She <br />indicated that at this point she did not bring up sponsorship to the Council but asked the <br />committee members if they felt the PTRC could get a sponsorship. Ms. Olson indicated <br />it was stated to them that it was the belief of the PTRC that putting a nice mural would <br />keep the taggers away. She did indicate that regardless there is no way they can graffiti <br />proof the wall but there are coatings they could add to help with graffiti removal. <br />Committee Member O'Malley asked if the railroad was in support of the contest. Ms. <br />Olson stated that at present Council would like more information and they have not given <br />her the go ahead to ask the railroad at this point in time. <br />Ms. Olson indicated she would like to contact Derrek Hames to see what he thinks it <br />would cost for paint and supplies for that area. <br />Ms. Olson questioned what they should award as a prize. Chair Peck asked Ms. Olson <br />what prize Shoreview had given. Ms. Olson indicated Shoreview paid for the labor to <br />power wash and whitewall the area and believed they were also awarded a gift card. <br />Committee Member O'Malley felt the PTRC could get a donation from one of the <br />businesses. <br />
