Resolution 2011-003: Awarding the Indian Oaks Court Pond Maintenance Project to <br /> Belair Excavating, Inc. of New Brighton, Minnesota, in the Amount of $18,713.00 <br /> (continued) <br /> City Administrator Patrick Klaers stated the $18,713.00 for Belair Excavating is for the pond <br /> dredging only. The $25,913.00 in the Council Memo includes additional costs such as <br /> engineering and contingencies and is only an estimated amount. <br /> MOTION: Councilmember Holmes moved and Councilmember Werner seconded a <br /> motion to Adopt Resolution 2011-003: Awarding the Indian Oaks Court Pond <br /> Maintenance Project to Belair Excavating, Inc. of New Brighton, Minnesota, <br /> in the Amount of$18,713.00. The motion carried unanimously (4-0). <br /> 6. PUBLIC HEARINGS <br /> None. <br /> 7. NEW BUSINESS <br /> A. Amend Sections 1305.04 and 1320 in the Zoning Code <br /> City Planner Beekman stated in June 2010, the City approved additions to the Zoning Code that <br /> pertained to that portion of the Twin Cities Army Ammunition Plant (TCAAP) that is anticipated <br /> to be sold for redevelopment. The purpose of the Zoning Code additions was to lay out a process <br /> by which a future developer would work with the City to obtain approval for a master plan, and <br /> each subsequent future phase of development on the property. The City also rezoned the property <br /> to two new zoning districts, Mixed Residential and Mixed Business, which correspond with the <br /> future land use designations in the City's Comprehensive Plan. Through the process of drafting <br /> the new zoning regulations for the TCAAP property, a number of opportunities for improvements <br /> within other sections of the Code, and for other districts within the City, became evident. It was - <br /> determined that once the TCAAP regulations were finalized and in place, Staff would begin <br /> working on incorporating the updates into the rest of the Code. Four different sections of the <br /> Code are affected: Section 1305.01, Section 1320.05, Section 1320.06, and Section 1320.14. <br /> Updating the district requirements chart and the PUD process are straightforward and have <br /> minimal impact on the City's other Zoning Districts. The definitions section of the Code has been <br /> revised to remove erroneous definitions, the language of old definitions updated, and incorporated <br /> new definitions that were written for the TCAAP property. Consolidating the land use charts has <br /> been difficult. Because the TCAAP land use chart includes new land use classifications and <br /> eliminates out-dated land uses, the City's existing land use chart requires significant modification <br /> in order to make it possible to combine the two. The modified land uses, and their definitions <br /> within Section 1305.04, were previously approved by the Planning Commission and City Council <br /> for TCAAP and are not under review as part of this update. Rather, the classifications for each of <br /> those land uses with the City's other Zoning Districts outside of TCAAP are the focus of this <br /> revision. <br /> Councilmember Holmes stated on page 2 of 29, in the definitions, Subd. 10. Animals, wild. is <br /> underlined. She asked if this was a new definition. <br />
