ARDEN HILLS CITY COUNCIL—January 10, 2011 7 <br /> 7.A. Amend Sections 1305.04 and 1320 in the Zoning Code (continued) <br /> Councilmember Holmes stated Subd. 94 on page 11 had been removed. She asked if this <br /> definition appeared somewhere else in the document. <br /> City Planner Beekman stated the definition for land reclamation had been replaced with the <br /> definition for mineral extraction and grading and excavating definitions. <br /> Councilmember Holden stated Subd. 92, on page 11, the definition for institutional housing had <br /> been removed. She asked if this was defined elsewhere in the document. <br /> City Planner Beekman stated institutional housing had previously included student housing, <br /> assisted living, nursing homes, and hospitals. These categories have now been separately defined. <br /> Councilmember Holden asked why Subd. 161, Research, on page 19 had been removed. <br /> City Planner Beekman stated a new definition for Research and Development Facility had been <br /> created. <br /> Councilmember Holmes asked if Subd. 168, Schools, Special Education, on page 21, could be <br /> changed to schools, Special Purpose Education. <br /> Mayor Grant stated he would recommend changing this to Schools, Specialized Education. <br /> City Planner Beekman stated this change would need to be approved throughout the City's <br /> Zoning Codes and regulations. <br /> Councilmember Holmes asked if Subd. 204, on page 26, would be in conformance with State <br /> Statutes. <br /> City Planner Beekman stated the definition for a variance had been modified when the City did <br /> the flood plain ordinance and FEMA had required this specific language as part of that update. <br /> This does need to be kept in the code. It may be appropriate after this legislative session to adopt <br /> a separate variance definition and change Subd. 204 to pertain to the Flood Plain Regulations <br /> only. <br /> Councilmember Holden clarified the ordinance no longer references "drive in" and"restaurants" <br /> separately but rather uses "business" instead. <br /> Councilmember Holden, moving on to Section 1320, asked for clarification regarding page 21, <br /> Subd. 3. E. <br /> City Planner Beekman stated this section references those situations where there may be a <br /> business complex, on one or more parcels of land, where more than one drive-up window is being <br /> requested. These businesses may be in the same building or in different buildings but the <br /> buildings are architecturally similar or part of the same business complex. The City would define <br /> what is considered architecturally similar if this request was under review. <br />
