ARDEN HILLS CITY COUNCIL—January 10, 2011 8 <br /> 7.A. Amend Sections 1305.04 and 1320 in the Zoning Code (continued) <br /> Councilmember Holden asked for an explanation regarding the concept review in the PUD <br /> process on page 53, Section 1320.14, Subd. 1. <br /> City Planner Beekman stated the Concept Plan Review is optional for the districts in the City <br /> outside of TCAAP. The Concept Plan Review is required in the PUD process for the TCAAP <br /> district. The Concept Plan Review has always been optional as part of the PUD process. The <br /> language for the PUD process is being changed to match more closely with language used for the <br /> PUD process for the TCAAP property. <br /> Councilmember Holden asked if Subd. 3.E. on page 54 was part of the Master Plan or Concept <br /> Plan Review. <br /> City Planner Beekman stated that it would be considered part of the general procedure for all <br /> PUD's. The order for the PUD process would be: the concept plan review, the master plan <br /> review, and the final plan review. Subd. 3.E. outlines this process. She clarified the process has <br /> not been changed. The first opportunity for public input is with the Planning Commission for all <br /> of the City's land use requests unless they have conducted community meetings. Community <br /> meetings are optional and the developer conducts them. The City has occasionally recommended <br /> the developer host a community meeting. She clarified this has been optional because there are <br /> several circumstances where a community meeting would not be needed. <br /> Councilmember Holmes stated on page 56, Item E has been removed. She asked if this was in <br /> the code somewhere else. <br /> City Planner Beekman stated this same language is in Section 1355 of the City's Procedures and <br /> it was not necessary in this section. <br /> Councilmember Holmes stated on the land use chart antenna dish or towers were listed together <br /> but they are defined separately. She asked if they were considered the same thing. <br /> City Planner Beekman explained towers and dishes have different definitions, uses and <br /> regulations and they are referred to separately in the City's Codes. There is no distinction <br /> between them for the land use chart. <br /> Councilmember Holmes clarified there was no longer a distinction between restaurant and fast <br /> food restaurants. <br /> City Planner Beekman stated the idea is to modernize the City's Code and fast food restaurants <br /> have changed in function over the last decade. It is increasingly difficult to differentiate places <br /> such as Chipotle where wine and beer are sold or Subway. Traditional fast food restaurants that <br /> have a drive-up window have a certain traffic pattern associated with them which is different than <br /> the traffic patterns of a fast food restaurant that may be located in a complex or do not typically <br /> have a drive-up window. Those fast food restaurants without a drive-up window function more <br /> Iike a restaurant from a traffic stand point. The land use chart focuses on the way the land uses <br /> are regulated and restaurants and fast food restaurants are regulated differently depending on what <br />
