In the <br />past, the City has usec� the saccer field �or programming; however, in recent years the condition <br />of the fiel�. has made ii undesirable for scheduled events. Because the City does not own the <br />f eld, it has not been invested in with regular maintenance, irriga�ion, or fertilization, as would be <br />done with a City-owned field. <br />The application consists of four components: a Preliminary Plat, Final Plat, Master pUD, and <br />Final PUD. The Preliminary and Fina1 Plat is necessary to subdivide the property and file the <br />subdivision with the County recorder. Subdividing the current parcel into the two proposed lots <br />would cause the Church's remaining property to become non-conforming within the R-2 District <br />since it would reduce the required amount of landscaped coverage an their parcel. There%re, the <br />applicant rnust receive a Planned Unit Development (PUD) in arder to proceed with the <br />subdivision and al�ow for the reduction of landscaped coverage. The Planning Com�nission <br />reviewed this application at their April 6 meeting and unanimously recominended approval of <br />the subdivision and PUD. The �inutes from this meeting are included as Attachment A. <br />The applicant has submitted an applicaiion and Pre�irninar�r Plat illustrating the proposed <br />subdivision of Iand, which was included in the packet �hat went ta #he Planning Commission and <br />is contained in Attachment C. <br />Findin�s of Fact <br />The Planning Commission offers the foIlowing findings of fact for the City Council's <br />consideration: <br />General Fir�dings: <br />1. Parks are a permitted use in the R-2 Dis�'ict <br />2. The proposal is not anticipated to adversely impact nearby properties through nuisance, <br />noise, dust, glare, or unsightliness, anc� will not otherwise adverse�y impact tb.e health, <br />safety, and welfare of the community. No construction activity is anticipated as a result <br />a� �his application, and the sale of the property to the City will increase the City's <br />parkland and open space area. <br />3. The proposal wauld r�ot increase parking and traff c on the site compared to existing <br />conditions. In addition, tkie City will continue io provide maintenance and snow removal <br />�or th� parking area subject to a successful signi�g of a purchase agreement and closing. <br />4. The proposal is in keeping with many of the principles listed in the 2030 Comprehensive <br />Plan ta develop and encourage �se of park space. <br />5. There are no delinquent property t�es, special assessrr�ents, interest, or City utility fees <br />due upan the subject parcel. <br />6.
