ARDEN HILLS CITY COUNCIL—April 11, 2011 6
C. Authorize Agreement for PCI Iterating of Streets and Trails
Public Works Director Maurer stated in 2011 the rerating of the streets and trail, both concrete
and bituminous, are due to be done. The rerating of the streets has been done on a three-year
cycle. The rating has been done by Goodpointe Technology who hosts the ICON software the
City uses for the Pavement Management System. The cost to rerate the approximate 15 miles of
trails is $2,875 and the cost to rerate the 31 miles of streets is $235 per centerline mile or a total of
$7,285. In addition, Staff has asked to have three parking lots included in the rating at a cost of
$250 each. The total cost would be $10,910 and the proposal from Goodpointe Technology also
includes $950 for a consulting package but since Roseville uses the same software and manages
our data this service from Goodpointe Technology is not needed. He stated his goal is to have
Staff members work with Goodpointe Technology this year and be trained so that Staff will be
able to rate the City's streets on an ongoing basis of 10 miles per year versus 31 miles every three
years.
Mayor Grant clarified that PCI stands for Pavement Condition Index. This information is used
to determine how the City's streets are holding up and what the conditions of the roads will most
likely be in the future. The City utilizes this information when planning the Pavement
Management projects. -
Councilmember Holmes asked what three parking lots Staff was recommending to have ratings
done on
Public Works Director Maurer stated Staff determined the City Hall parking lot and the lot at
Perry Park should be included. The third parking lot was added in case there was an additional lot
to have rated. If the City does not determine there is a third lot, then the cost would decrease by
$250.
Councilmember Holden requested an article be prepared and put in the City paper regarding the
alligator cracking and the process that is used so that residents understand that not all the cracks in
the road are going to be filled using the same process. The smaller cracks will be filled during the
seal coat process.
Councilmember Holmes asked what the timing for this project would be.
Public Works Director Maurer stated the street ratings would be completed by the end of May
and the trail ratings may be later than that.
MOTION: Councilmember Holmes moved and Councilmember Tamble seconded a
motion to_. Authorize Entering_ Into the Agreement With Goodpointe
Technology to Rerate the Trails Streets and Two to Three Parking lots at a
Cost Not to Exceed $10,910. The motion carried unanimously
