requirement because of the platting of the parcel. Based on the Code, park dedication can be in <br />the form of a percentage of land dedicated to the City, or as cash in lieu of a dedication. In the <br />event of a cash dedication, the amount could be up to ten percent of the fair market value of the <br />property. According to the Ramsey County Assessor, the property has an assessed value of <br />$2.67 million. Based on a review of adjacent communities’ codes and the anticipated use of the <br />site as senior housing, Staff is recommending a reduced park dedication amount of five percent <br />of the 2011 assessed land value, or an amount of $133,350. This amount would need to be paid <br />in cash prior to the execution of the Final Plat, unless the developer enters into an agreement for <br />a payment plan. <br />According to State Statute, cash payments made to cities in lieu of park dedication can only be <br />used towards the construction of new recreation facilities and cannot be used to maintain existing <br />facilities. There are not many opportunities in a fully developed community like Arden Hills to <br />increase park funds through park dedication. The benefit of cash park dedication to the City is <br />dedicated dollars for trail development, which would otherwise not be able to occur. <br />After discussions with the developer, Staff would also be open to an alternative option related to <br />park dedication. The developer has suggested that the City waive park dedication, and as part of <br />the approval of the preliminary and final plat, the developer would give to the City, through a <br />future assessment against Lot 2, an amount of $133,350 over and above any other assessments <br />related to the implementation of the streetscape improvements for the B-2 District. In other <br />words, it is anticipated that the City will assess a portion of the streetscape improvements related <br />to the Guiding Plan for the B-2 District against the benefiting property owners. The owner of <br />Lot 2 would agree to these assessments, plus an addition $133,350 towards the project.
