The current project has taoked at t�e <br />environ�nental irnpacts as we11 as cosis fn preparing the des�gn for the project. If t�ere is a large <br />development that occurs on the TCAAP propert��_ this will im�act traffc a.�d warrant an <br />addi�ianal traffc st�dy_ <br />Mayor Grant asked Mr. Tolaas to explain the dif�erence in noise levels if a bituminous surfaee <br />was used versus a coneret� surfaee. <br />Mr. Tolaas stated the bitumino�s overlay of Highway 10 wo�ld occur as soon as the <br />reconstruction �raject is compieted. The bituminous s�rface will so�nc� differentiy t�an the <br />conerete sur�'ace and may provide tess noise in ihe beginning. The noise le��e�s wil� change as the <br />road surface char�ges. He also sEated that Ramsey County is coardinating this project with <br />MnJDOT and the I-G941I-35V+� projeet. <br />Mayor Grant asked if it wouId be possible to restrict the truck traffic, jake-braki�g, or introduce <br />weight restrictions on Hig�way 10 that would be similar to those on I-35E. He also asked if it <br />would be possible ta res�rict trucks to the 1-GR4/I-35W interc�ange since this would be a more <br />suitable interchange for this type of traffic_ <br />Mr. Tolaas stated Highway 10 is a US �-�ighw•ay and by de�nition �t has to allow truck traf�e. <br />This is ir� order ia reduce the truck traffic that occurs an neighborhoods. In St. Paul, it took 25 <br />years and special legisiation to get the restriciions on 1-35E. These restrictions have not <br />�tecessarily proven io provide a positive impact because the restrictions are not always fo2lowed <br />and they are c�ifficuit to enforce. He explained the inierchange at i-b94 and 1-35W would not be <br />able to accommodate the increase in tr�ffic that ��outd occuz- with redirecting ail truck traf�c to <br />this interchange. Ramsey Cou�ty is not su�gesting the current speed litnits change on Highway <br />l Q through Arden HilIs. The speed for a road is not somethin� that is dictated by the Co�nty bui <br />rather by MnDOT based on a traffic siudy that w�ou�d look at the speec� of traf�ic cur�-ently in the <br />area and what the road would be able to accommodate. <br />Mayar Grant asked if there were any funds from this project being divertec� ta the I-(94/I-35W <br />project. <br />Mr. ToEaas stated the Highway l0/Highway 9b project is rnostly fundeci by Suriaee <br />Transportation Program funds anc� these funds could not be diverted ta ot�ter projects. If these <br />funds are not used for this project they wauld be returr�ed to be redistributed. <br />Mayor Gran# asked about the rUmar of a four lane ramp being insta�led at Scherer Brothers as <br />part of the Vikings Stadiurn proposai. <br />Mr. Tolaas stated as paz-t af the Vikings Stadi�m proposa} there have been several different traffic <br />plans. One of the early proposals c�id ha�e a faur lane ramp in t�e sarr�e location as Schez-er <br />Brothers but, due to the costs involved, this plan was disnnzssed. <br />
