Highway 96/TH 10 Interstate Project — Public Heat�ing (continued) <br />change with age and wear and the noise Ievel will change as ��elt_ He explained t�e noise levels <br />for t�tis project were looked at for all the neighborhoods. These highways need to be irt-iproved to <br />accammodate tl�e traffic levels they are curre�tly experiencing and for future eapacity. Safety is <br />the biggest reason for these irnproveznents beeause this is a dangerous interseciion. The traff c an <br />these roads could nflt be diverted to other roads because there are no other roac�s that will <br />accommodate this amount of traffic added to it. He also clari�ed that the llighways were in place <br />before t�e homes were, especially the $riarknoll nei�hborhood_ and the State and Caunty have <br />inr�Ested in this corridor �or roadways. <br />Cou�cilmember Holden asked wI�y the I-694/1-35W and the Highway lO/Highway 96 projects <br />were separate ot�er than #�unding sources_ <br />M�-. Totaas stated a project is generally scoped pertinent to the facts being considered. What <br />happens on I-694 and Highway l0 wi�l happen regard�ess of wheiher a grade sepa�-ation is dane on <br />Highway 10 and Highway 96 flr not. I-69�k was looked at and eval�ated as to the facts and issues <br />presenTed on tl�at particular roadway. He cla��ed that the man made po�d that was builk by ihe <br />County. This is next to the natural wetlands and e�vironmentaI restrictia��s prevent the County <br />firorn constructing a roac� ar a pond in the wetlands. If the pand were moved it would r�eed to be <br />moved to a tocation that water would be able to �et to it and out of it. The Caunty did laak at ihis <br />intersection and considered i��there was a way to mo��e t�is road, but it was nat �ossible_ Also the <br />intersectian could not be graded to al�ow for moving this raRnp. This ramp cauld be put on a <br />structure in tne �uture but this wilI depend on the factors That are drivin� the need for the <br />movement. <br />Councilmember Tamble asked q�estianed The estimated arnount of resources required ta <br />determine the costs to retocate the po�d and where ihe ramp woui� be located. <br />Mr. Talaas s[a�ed the required geometrics #�or the rarnp would rteed ta he re�iewed and the <br />appropriate accelerat�on lazies wo�ld need to be included. 'i�he complicaied Chiag is to relocate the <br />pond and rr�eet ail the envirar�entaI �aws and neit�er the State nor the County could justify the <br />cost. Once t�-ansportaiion impcovetnents ha�e been identi�ed and a study has been do�e this <br />wiil determine if this area provides a cr�tical movernent. The State anct the County invest in <br />projects thaf will maice improveznents for the broader public. <br />Councelrnember Holden questianed the rating of Lexington A�enue. <br />An unide�tifed person in the audience provided the answer. <br />Mayor GranE asked what was i�ei�tg done to pro�ide noise rnitigation other than a sound wall. <br />Mr. Tolaas stated nothing was being dane post construction. The amount of stariing and <br />skapping wiLl be reduced and this wi�l address some of the noise concerns presented_ Noise walls <br />are t�e type of noise abatemer�t ihat is used_ They are constructed wher► the federal criteria is met, <br />
