ARDEN HILLS CITY COUNCIL — August 8, 2011 2 <br />2.A. TCAAP and Stadium Proposal Update (continued) <br />The most recent map of the proposed stadium - related transportation improvements was also <br />displayed. This map is currently posted on the City's website for any residents who were unable <br />to attend the open house. <br />Community Development Director Hutmacher stated that staff from the City, County, and U.S. <br />Army participated in this open house and were available for questions. Mayor Grant, <br />Councilmembers, and County Commissioners were also available for discussions with interested <br />residents. Of the 82 people listed on the sign -in sheets, 27 (33%) live in Arden Hills. Attendees <br />had an opportunity to subscribe to the City's website for e -mail updates on the stadium proposal. <br />Attendees also completed comment cards, which City Staff is in the process of compiling. <br />Community Development Director Hutmacher further explained that on August 6, Governor <br />Dayton requested the Metropolitan Sports Commission Chairman, Ted Mondale, and the <br />Metropolitan Council Chairperson, Susan Haigh, begin a review of the Arden Hills stadium <br />proposal. It has been reported that the review will take 30-40 days. <br />• <br />B. Update Regarding Storm Damage and Related Issues <br />City Administrator Klaers stated the threshold for being declared a disaster by the Small <br />Business Association is uninsured damage of at least 40% of the structure's value. The City has <br />been working with the County on identifying enough qualified damaged homes from the rain <br />event on July 16 to meet the requirements for being classified as a disaster. At this time, the City <br />does not know if the threshold of 25 damaged properties within the County have been met. <br />Public Works Director Terry Maurer stated there have been a number of claims submitted to <br />the City from the event on July 16 which have been forwarded to the League of Minnesota Cities. <br />There have also been a number of calls from residents wanting to know what to do. The City has <br />been providing information to these residents including information on the contractor's insurance <br />for those residents affected by the Pavement Management Program (PMP) construction project. <br />Staff will be meeting with the League of Minnesota. Cities adjustor next week. Mr. Maurer stated <br />he has been out to the townhomes to determine where the storm water goes. The entire storm <br />drainage system for both the North and the South Townhome Associations flow together and then <br />out the south end. He stated he has researched the City records and it appears the City Council <br />had accepted sanitary sewer, storm sewer and water main at the same time without regard to <br />whether it was in the City right -of -way or draining private property. The City has accepted <br />ownership from a maintenance standpoint for these systems. He stated he has also met with a <br />consultant and walked through the area in order to provide some ideas on what could be done, <br />including increasing the capacity of the system and grading of the area to create emergency <br />overflow areas and a map of the system. <br />Mayor Grant stated the City has accepted the storm water system. He asked how the grate that <br />was installed in 1995 figures into this. <br />Public Works Director Maurer stated the City owns and maintains the system but does not <br />cover all the costs. The City has the ability to assess costs to the benefited properties. <br />
