ARDEN HILLS CITY COUNCIL — August 8, 2011 3
PUBLIC INQUIRIES/INFORMATIONAL
Mayor Grant opened the Public Inquiries /Informational at 7:16 p.m.
Mr. Greg Larson, 3377 North Snelling Avenue, Arden Hills, stated Tony Bennett has proposed a
tax levy for Ramsey County that is three times the Hennepin County tax that was approved for the
Minnesota Twins stadium. St. Paul had passed a resolution opposing a tax increase and had asked
other cities to do the same thing. He stated there are now two resolutions regarding the proposed
sales tax but Arden Hills has not adopted either one. He asked the Council to present both
resolutions and vote on these so that the residents of Arden Hills know where the City Council
stands on the proposed tax increase.
Mr. Kurt Svidal, 1344 Arden View Drive, Arden Hills, stated there were 6 homes in the cul -de-
sac in the North Tovvnhome Association that were damaged in the July 16 rain event. The
estimated total damage is $50,000. He stated the residents in this area are concerned about the
construction that is currently going on in their neighborhood. According to regulations, the grates
are supposed to be cleaned within 24 hours of a rain event and weekly. According to the records
kept on site this has not been happening. Currently the grates are under gravel and rocks and the
Gandy sack, located under the grate, is also filled with rocks and gravel. The last entry on the log
for the grates being cleared was July 29 and there has been rain several times since then.
Councilmember Holden asked if the rock socks were in the correct locations.
Public Works Director Maurer stated they were in the proper locations.
Councilmember Holden asked how often the construction crew was there after 5:00 p.m.
Mr. Svidal stated they were rarely on site past 5:00 p.m. He also stated he had sent an e -mail
regarding his water being shut off. The construction company was supposed to give a 24 -hour
notice when the water was going to be shut off and his neighborhood did not receive this notice.
He stated there had also been some vandalism on the construction trucks.
Councilmember Tamble asked if the contractor had addressed the issue of not providing notice
for shutting off the water.
Public Works Director Maurer stated there were 30-40 people that had their water shut off and
the end section of the neighborhood was not informed. The contractor said they provided a
notice, but none of the residents in this area received one. He stated there were no additional shut
offs scheduled for this area with this project.
Mayor Grant closed the Public Inquiries /Informational at 7:34 p.m.
3.
