• Must effectively communicate, both verbally and in writing, and work effectively with <br /> maintenance staff, co-workers, residents, developers, and other government <br /> agencies. <br /> • Previous municipal government experience and experience working on municipal <br /> engineering projects is desirable. <br /> LANGUAGE SKILLS <br /> Ability to read, write, analyze, and interpret plans and blueprints, contracts, ordinances, <br /> technical journals, financial reports, development agreements, legislation, statutes, and <br /> legal documents. Ability to respond to common inquiries or complaints from citizens, <br /> department staff, City Council, regulatory agencies, and members of the business <br /> community. Ability to effectively communicate both orally and in writing with State <br /> regulatory agencies, elected officials, City staff, and members of the public. Ability to give <br /> presentations. Ability to prepare reports and correspondence. <br /> MATHEMATICAL SKILLS <br /> Ability to make arithmetic computations using whole numbers, fractions and decimals. <br /> Ability to compute rates, ratios and percentages. <br /> OTHER KNOWLEDGE, SKILLS AND ABILITIES <br /> • Knowledge of the modern principles, practices, methods and techniques of civil <br /> engineering as applied to the 'development, construction, and maintenance of <br /> municipal infrastucture. <br /> • Knowledge of the laws, ordinances, and regulations applicable to municipal <br /> engineering; of asphalt pavement maintenance methods and techniques; of <br /> pavement management software; of land survey and engineering systems, <br /> methods and techniques. <br /> • Ability to perform the following tasks for pavement management and preservation <br /> projects: feasibility studies, direct design, manage construction activities. <br /> • Working knowledge of MN Statute 429. <br /> • Working knowledge of street/trail maintenance techniques. <br /> • Knowledge of ICON Pavement Management software, ability to rerate City steets <br /> and trails. <br /> • Site plan/development review abilities including drainage calculations. <br /> • Knowledge of Rice Creek Watershed District rules, procedures and funding <br /> opportunities. <br /> • Knowledge of Municipal State Aid system; ability to prepare or direct preparation of <br /> a MSA plan set and ability to monitor and maintain MSA system including annual <br /> reporting. <br /> • Experience preparing a CIP for Engineering function. <br /> • Ability to develop and keep current a City Specification and Standard plates for use <br /> in construction. <br />
