ARDEN HILLS REGULAR CITY COUNCIL MEETNG—DECEMBER 12, 2011 10 <br /> Condition 3. The barrier for Lakeshore Place has been increased to 63 inches in height (56 <br /> inches above ground level). <br /> Condition 4. Ramsey County agrees with Condition 4 and will pursue accomplishing it. <br /> Public Works Director Maurer then reviewed noise analyses that have been prepared for this <br /> project over a period of time; by SEH in 2008 and by Jacobs Engineering in 2010. He presented <br /> these analyses for Council review and pointed out that none of the three different wall heights <br /> analyzed meets the cost-effective criteria per Mn/DOT requirements. He commented that the <br /> presentation made earlier in the evening by Lakeshore Place residents included property beyond <br /> the footprint of the project and included vacant lots which he believes cannot be counted with <br /> regards to cost-effectiveness criteria He added that a noise wall could be built, but it would have <br /> to be funded by a source other than Federal dollars or trunk highway dollars. <br /> Councilmember Holden questioned the scope of the project and asked if it extends to <br /> Wedgewood Circle. <br /> Public Works Director Maurer responded that it does not go to Wedgewood Circle. <br /> Councilmember Tamble commented that the Lakeshore Place residents made a presentation with <br /> a lot of data but he does not believe their findings would be accepted by Mn/DOT as meeting the <br /> cost-effective criteria. Mn/DOT makes that call and everything in the previous noise analyses <br /> states that'a noise wall is not economically feasible. He stated the only other suggestion he could <br /> make would be tree planting between the 58 inch barrier and Old Highway 10. <br /> Councilmember Holden stated she spoke to Mn/DOT and the bottom line is, if the City wants a <br /> noise wall, the City will have to pay for it. <br /> Public Works Director Maurer stated that staff believes Ramsey County has met the four <br /> conditions included in Resolution 2011-048 for granting Municipal Consent to the US <br /> 10/Highway 96 project and recommends adoption of Resolution 2011-054 Approving the Final <br /> Layout of the US 10/Highway 96 Improvement and rescinding Resolution 2011-048. <br /> Joe Lux, Ramsey County Transportation Planner, stated that part of the issue is that three sets of <br /> federal funds can be spent anywhere on the project, except for a noise wall County funds can <br /> only be spent on the County road system. He stated that even if the County wanted to erect the <br /> noise wall, they cannot use County money to do so. <br /> Councilmember Tamble asked if the resolution could be revised to address plantings in the <br /> right-of-way between the barrier wall and Old Highway 10. <br /> Public Works Director Maurer stated there will be about 15 feet between the road and barrier <br /> and landscaping can be placed in that area as long as it doesn't interfere with snow storage. The <br /> County had indicated previously that they're willing to work with the City on this. <br /> Councilmember Tamble asked if there is enough room to carry the tree planting further south. <br />
