ARDEN HILLS REGULAR CITY COUNCIL MEETNG—DECEMBER 12, 2011 11 <br /> Public Works Director Maurer responded that Old Highway 10 and US Highway 10 clear zones <br /> and highway safety must be considered. Also, that area is south of the project limits and federal <br /> rules would not allow that to be added to this project, but it could be looked at separate from the <br /> project. <br /> Mayor Grant questioned how an neighborhood would come back for a sound wall in the future if <br /> noise levels are higher than anticipated. <br /> Public Works Director Maurer stated that he is not familiar with the whole reevaluation <br /> process. However, Mn/DOT did indicate that they have a small budget reserved each year for <br /> noise walls that are not associated with current projects. <br /> MOTION: Mayor Grant moved and Councilmember Holden seconded the motion to <br /> extend the meeting to 11:00 p.m. Motion carried unanimously (5-0). <br /> Councilmember Tamble questioned what is being done in this project to help mitigate noise for <br /> the residents. <br /> Mr. Lux responded the noise mitigation is limited to the wall that is on the north side of Highway <br /> 96. The cost benefit is met for Arden Manor because the density is greater. He also stated the tree <br /> planting suggested would be a visual barrier but would not do much for noise. <br /> MOTION: Councilmember Holmes moved and Councilmember Werner seconded the <br /> motion to adopt Resolution 2011-054 approving the Final Layout of the US <br /> 10/Highway 96 Improvement and rescinding Resolution 2011-048. <br /> Councilmember Holmes commented that the residents made an excellent presentation and she <br /> appreciates their time and effort but "the dollars are the dollars." She stated she doesn't want the <br /> impression to be that the people on Lakeshore Place are being ignored. The Council and County <br /> are just doing what the law says and what the rules are under Federal, State, and County statutes. <br /> The City is doing the best it can for all the neighborhoods. <br /> The motion carried (4-1) (Tamble—Nay). <br /> 10. COUNCIL COMMENTS <br /> Councilmember Tamble stated: <br /> • the City newsletter is out now and is printed on white, glossy paper in full color. <br /> • the Communications Committee is seeking a photographer. <br /> • there have been three recent meetings for the Website committee. <br /> Councilmember Holden reported that the Economic Development Committee (EDC) met last <br /> week and the EDC members are considering what they want listed on the new website and <br /> reviewing their work plan for next year. One thing they want to look at is asking the <br /> Communications Committee to accept articles on local businesses written by the EDC. <br />
