(An addition of one from the 2011 budget — as <br /> place holder has been set for an Assistant City Engineer which is currently being contracted <br /> out from the City of Roseville.) <br /> Director Iverson then reviewed the proposed 2012—2016 Capital Improvement Plan. <br /> Discussion ensued. <br /> MOTION: Mayor Grant moved and Councilmember Werner seconded a motion to <br /> Approve Resolution 2011-062, setting the Final Lew at 1.8 percent. <br /> MOTION: Councilmember Holmes moved and Councilmember Tamble seconded the <br /> motion to amend the motion to set the levy at 2.0 percent. <br /> The motion to amend failed to carry (2-3) (Grant, Holden, and Werner — <br /> Nay). <br /> The motion to Approve Resolution 2011-062 setting the Final Lew at 1.8 <br /> percent carried (4-1) (Holmes—Nay). <br /> MOTION: Councilmember Holden moved and Mayor Grant seconded a motion to <br /> Approve 2011-061 Adopting the 2012 Final Budget as amended. Motion <br /> carried unanimously (5-0). <br /> MOTION: Mayor Grant moved and Councilmember Holmes seconded the motion to <br /> Approve the 2012 — 2016 Capital Improvement Plan as presented. Motion <br /> carried unanimously (5-0). <br /> 9. UNFINISHED BUSINESS <br /> A. Resolution 2011-054—US 10/1-fighway 96 Municipal Consent <br /> Public Works Director Terry Maurer explained that this item has been before the Council <br /> several times; at work sessions and at regular meetings. At the Council's September 26, 2011, <br /> meeting, Resolution 2011-048 was adopted Disapproving the Final Layout of the US 10/Highway <br /> 96 Improvement with Four Conditions. On October 21, 2011, staff received a response from <br /> Ramsey County to the City's four conditions as follows: <br /> Condition 1. The US 10/Highway 96 project will be constructed in 2013 so that Highway 96 is <br /> not closed in the same year that Mn/DOT widens the Lexington Avenue Bridge. <br /> Condition 2. A re-analysis of all the available noise data indicates that there is no length and/or <br /> height noise wall for the southwest quadrant that meets the cost effective criteria <br /> for inclusion of such noise wall in the project. <br />
