ARDEN HILLS REGULAR CITY COUNCIL MEETNG—DECEMBER 12, 2011 9 • Total staff in the 2012 budget is 26 FTE's. (An addition of one from the 2011 budget — as place holder has been set for an Assistant City Engineer which is currently being contracted out from the City of Roseville.) Director Iverson then reviewed the proposed 2012—2016 Capital Improvement Plan. Discussion ensued. MOTION: Mayor Grant moved and Councilmember Werner seconded a motion to Approve Resolution 2011-062, setting the Final Lew at 1.8 percent. MOTION: Councilmember Holmes moved and Councilmember Tamble seconded the motion to amend the motion to set the levy at 2.0 percent. The motion to amend failed to carry (2-3) (Grant, Holden, and Werner — Nay). The motion to Approve Resolution 2011-062 setting the Final Lew at 1.8 percent carried (4-1) (Holmes—Nay). MOTION: Councilmember Holden moved and Mayor Grant seconded a motion to Approve 2011-061 Adopting the 2012 Final Budget as amended. Motion carried unanimously (5-0). MOTION: Mayor Grant moved and Councilmember Holmes seconded the motion to Approve the 2012 — 2016 Capital Improvement Plan as presented. Motion carried unanimously (5-0). 9. UNFINISHED BUSINESS A. Resolution 2011-054—US 10/1-fighway 96 Municipal Consent Public Works Director Terry Maurer explained that this item has been before the Council several times; at work sessions and at regular meetings. At the Council's September 26, 2011, meeting, Resolution 2011-048 was adopted Disapproving the Final Layout of the US 10/Highway 96 Improvement with Four Conditions. On October 21, 2011, staff received a response from Ramsey County to the City's four conditions as follows: Condition 1. The US 10/Highway 96 project will be constructed in 2013 so that Highway 96 is not closed in the same year that Mn/DOT widens the Lexington Avenue Bridge. Condition 2. A re-analysis of all the available noise data indicates that there is no length and/or height noise wall for the southwest quadrant that meets the cost effective criteria for inclusion of such noise wall in the project.
