ARDEN HILLS CITY COUNCIL—MAY 29, 2012 9 <br /> unanimously recommend approval of the CUP amendment with conditions. She then discussed <br /> the findings of fact and recommended the Council approve the Conditional Use Permit <br /> Amendment with three conditions. <br /> Councilmember Holmes asked if the applicant would be allowed to have a sign at the pharmacy. <br /> City Planner Beekman stated this would be allowed, however the applicant would need to <br /> reconfigure its existing signage to stay within 718 square feet. <br /> Councilmember Holmes was not opposed to allowing the applicant additional signage on the <br /> south side of the property. <br /> Councilmember Holden questioned if the three parking stalls adjacent to the drive-thru were <br /> necessary. <br /> City Planner Beekman deferred this question to the applicant. She did not have a concern with <br /> the location of these parking spaces. <br /> Mayor Grant suggested this area be used for cart return and handicap parking. <br /> Councilmember Holden recommended these three parking stalls be removed for safety reasons. <br /> Councilmember Holmes also recommended the road between the drive-thru and the parking be <br /> one-way for safety purposes. She suggested the parking flow be reviewed. She expressed <br /> concern with the traffic count numbers as well. <br /> Mayor Grant commented the site could service the amount of drive-thru traffic anticipated at this <br /> location. He did not feel a one-way was necessary. <br /> Further discussion ensued regarding the parking and traffic patterns through the parking lot. <br /> Councilmember Holden asked if the applicant was requesting an awning or an overhang at the <br /> drive-thru. <br /> City Planner Beekman stated an overhang was being requested and would stick out six feet from <br /> the building and would be the same height as the overhangs over the main doors on the front of <br /> the building. She commented the original plans do not indicate there would be an overhang, but <br /> additional plans have been submitted by the applicant. <br /> Councilmember Holden questioned why the overhang was placed so high on the building. <br /> City Planner Beekman deferred this question to the applicant. <br /> Douglas Paquay, Senior Project Manager, stated the overhang height matched the current <br /> storefront entry. This proposed overhang would match the existing architectural style. <br /> Councilmember Holden did not approve of the drive-thru architecture. <br />
